- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute of Drug Abuse (NIDA) Station Support/Simplified Acquisition (SS/SA) Branch, on behalf of the National Institute of Neurological Disorders and Stroke (NINDS)-Viral Immunology and Intravital Imaging Unit intends to negotiate and award a sole source purchase order to Newport Corporation, 1791 Deere Avenue, Irvine, CA 92606-4814 for Preventative Maintenance for two Mai Tai HP DS lasers. The two photon lasers are connected to the Leica SP5 microscope which is used for dynamic imaging experiments. The lasers house sophisticated electronics, pumps, mirrors and diodes that generate high powered infrared pulses every 100 femtoseconds. The preventative maintenance includes 1.) Preventative maintenance inspections, 2.) Laser calibration, 3.) Laser replacement upon failure, 4.) Unlimited service visits, 5.) Unlimited telephone support, 6.) Onsite laser repair service. The period of performance is 12 months. Newport is responsible for the preventative maintenance to be performed by their qualified technicians. Newport Corporation is the only company capable of performing the maintenance on the Mai Tai HP DS lasers, as they are the company that originally fabricated the lasers. Newport Corporation is presently the only company that can open their lasers onsite (rather than shipping them back to the factory) and perform repairs. The acquisition is being conducted under simplified acquisition using FAR Part 12 procedures and exempt from the requirement of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
