**NOTE: This is a pre-solicitation notice, not a solicitation. The solicitation has NOT yet been issued. The RFP, with information and technical data will be available on the DLA Internet Bid Board System (DIBBS) Home page after May 18, 2011. Please note that this is an estimated date. Solicitation Number: SPM5AY-11-R-0020 PR Number: IQC11062009049 Nomenclature: Various FSCs (5305, 5306, 5307, 5310, 5315, 5320, 5325) Quantity: This will be an Indefinite Quantity (IQC) solicitation. This procurement contains a two year base. The solicitation will also contain an option to extend the terms of the contract for three additional one-year periods. This procurement is for 39 Core Items and 349 may be added on a post award basis via Add/Delete clause. This is a Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Only offers from SDVOSB concerns will be considered. Evaluation of proposals will be made in accordance with Best Value procedures. Offers will be evaluated on the basis of past performance being more important than price. This solicitation will request offers on a stock basis only. The procurement also contains a guaranteed minimum. Delivery is as follows: 200 days This solicitation contains Surge and Sustainment (S&S) requirements. Surge Pricing is included in the solicitation. The offeror must provide a detailed approach for covering S&S requirements in the Capability Assessment Plan (CAP) and, if required, a Validation/Test Plan. Solicitation Clause 52.217-9007 will contain complete details. Buy American Act applies. Each item will be evaluated based on the proposal for that particular item independently of the proposals for other items." Detailed system requirements for registration can be found on the DLA DIBBS Home Page accessed on https://www.dibbs.bsm.dla.mil/ A few highlights of the information that will be found include: 1. On the DLA Internet Bid Board System (DIBBS) Home Page, click the Vendor Registration link to begin the registration process. 2. In order to register for access to secure portions of DLA DIBBS, the company you are representing must already be registered in the Central Contractor Registration (CCR) System. 3. A Commercial and Government Entity (CAGE) Code registration will be processed immediately. A User ID will appear on the registration screen and a password will be sent separately to the email address of the Super User. If a CAGE is already registered on DLA DIBBS, the name and email address of the Super User will be provided. The Super User should be contacted to set up additional accounts, logons and passwords for their CAGE. DIBBS Super User *If your CAGE has already been registered on DIBBS, the name and email address of the person designated as your super user will be provided.* The representative who starts the DIBBS registration process has the option to accept their CCR registration POC as the DIBBS super user, or they can designate themselves or another person to act as the super user for the CAGE. *The super user acts as the account administrator of a CAGE. They can add up to ninety-eight (98) additional users, provide user IDs and passwords, modify existing users, and control the login status of each user for their CAGE through My Account (Account Maintenance).
