- The Air Armament Center, Operational Contracting Division, Base Infrastructure Branch, Eglin Air Force Base, Florida, intends to solicit and award a sole source Firm-Fixed Price contract for Post-Construction Monitoring Services for the Eglin Air Force Base Beach Restoration Project to Taylor Engineering, Inc. under the authority of FAR 6.302-1. Post-Construction Monitoring Service requirements include annual topographic and bathymetric profile surveying for a period of three (3) years, beginning 01 June 2011, to include: 1. Beach and Borrow Area Survey Data Acquisition and Quality Control, 2. Beach Profile Data Analysis, 3. Physical Monitoring Report, 4. Deliverables Hard Copy and Electronic Reports, and 5. Beach Tilling. As the coastal engineering consultant to Eglin AFB over the past 5+ years during the design, permitting, bid administration and post-construction monitoring phases of the Eglin AFB Beach Restoration Project as well as acting as Eglin's agent to acquire the Florida Department of Environmental Protection (FDEP) Permit for the project, Taylor Engineering is intimately familiar with the project details and performance as well as project design, regulatory, and monitoring issues. Taylor Engineering was responsible for designing the borrow area and beach fill construction template, submitting the permit application, working with the regulatory agencies to address project issues and obtain the permits, developing the construction plans and technical specifications, preparing the Physical Monitoring Plan and Sediment Quality Assurance/Quality Control Plan, and assisting the U.S. Army Corps of Engineers with contractor information requests during the construction phase. In support of these projects, Taylor Engineering has developed numerous beach profile and borrow area bathymetric analysis programs, software, and quality assurance/quality control (QA/QC) protocols to efficiently analyze data and document project performance. As a result, Taylor engineering is uniquely qualified as the responsible source for this project. The North American Industry Classification System for this acquisition is 541330, with a small business size standard of $4.5m. This notice is not a request for competitive proposals / quotes. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The government will consider all responses received within 5 days of publication of this synopsis. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
