- Solicitation No.AG-7442-S-11-0048 Martin County WRP Preliminary Title Search/Report (Commitment for Title Insurance (Form T-7)) (Kevin & Danon Allred, 66-7442-11-013T4) SYNOPSIS: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included with this notice. This solicitation includes provisions and clauses in effect through the Federal Acquisition Circular 2005-30. These includes, but are not limited (1) FAR Part 52.212-1, Instructions to Offerors-Commercial; (2) FAR Part 52.212-2, Evaluation-Commercial Items; (3) FAR Part 52.212-3, Offeror Representations and Certifications-Commercial Items; which must be submitted with the offer, in addition, FAR Part 52.212-4, Contract Term and Conditions-Commercial Items and FAR Part 52.212-5, THIS IS A UNRESTRICTED REQUEST FOR QUOTATION (RFQ) PROCUREMENT is based on the North American Industry Classification System (NAICS) code 541191, Title Companies and Real Estate, which is $7.0 million average annual income. SUMMARY: United States Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS), Texas State Office is seeking a Title Company that can provide title search services for USDA NRCS Wetland Reserve Program (WRP) in Martin County and subsequently a Scope of Services will be provided by NRCS for issuance of the Policy for Title Insurance (USA) T-11 and Closing Services. SCOPE OF WORK: Contractor shall furnish all labor, equipment, transportation, and any incidentals necessary for the performance of work specified in the Statement of Work (SOW). See attached. TASKS: The title company will perform a title search for a sufficient period of time for the title insurance company to insure the title without objectionable exceptions. The title search shall document all owners of record, outstanding mortgages, liens, judgments, pending suits, outstanding tax claims, easements or rights of ways of any type, whether oil, gas, and mineral interests have been severed and any other exception that may affect or cloud the title of the easement to be purchased. The title report, in the form of a Commitment for Title Insurance (Form T-7) must be submitted to the Contracting Officer within 15 business days after receiving the Notice to Proceed. OBJECTIVE OF THE TASK: Prior to the easement acquisition, NRCS must review any title exceptions that would be inconsistent with the proposed WRP easement that we are trying to acquire. With the title company providing us a Commitment for Title Insurance, Form T-7 will provide us adequate title information for pre-acquisition screening. The Commitment will be allowed to expire however, prior to closing, the NRCS will need to procure a legal boundary survey and will seek services to obtain a policy of Title Insurance (USA) a T-11 and closing services to close on the easement. STANDARDS AND RESPONSIBILITIES: Title Commitment services must comply with the Department of Justice (DOJ) Title Standards 2001. This guide can be assessed at the following website: http://www.usdoj.gov/enrd/Legal_Topics/Legal)Docs_Title_Standards.html CENTRAL CONTRACTOR REGISTRATION: All contractors must be registered with the Central Contractor Registration (CCR) to be awarded a contract and/or purchase order. You may register easily and quickly online at www.ccr.gov or 1-888-227-2423. The first step to registering is to obtain a Data Universal Numbering System (DUNS) number, which is a unique nine-character identification number provided by the commercial company Dun & Bradstreet (D&B). To request a DUNS Number call D&B at the toll free number 1-866-705-5711 or register online at http://www.dnb.com/ccr/register.html. Obtaining a DUNS number through this process is free of charge. It is advised that you begin this process as soon as possible since it can take several days to complete. Failure to register by close of business on the third day after notification of possible award by the Contracting Officer may cause rejection of your offer. Contractor shall also register in the Online Representation Certification Annual, also called ORCA, at https://orca.bpn.gov/. AWARD: The Government will award a firm-fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government. The anticipated award date is on or before May 31, 2011. TIME FRAMES/DATE. The period of performance of this task is 15 business days after receiving the Notice to Proceed. PRICE. The Government estimated price range for the project is under $25,000. METHOD OF PAYMENT: Payment by the Government under this contract shall be made by electronic funds transfer (EFT). Contractor will submit an ORIGINAL invoice to NRCS directly for any fees to produce the Commitment for Title Insurance, Form T-7. SUBMITTAL REQUIREMENTS. This is an REQUEST FOR QUOTATION (RFQ) PROCUREMENT. Specific instructions for preparing and submission of quotes are provided in the solicitation. Interested and qualified firms must submit their bids no later than 2:00 pm (CST), May 27, 2011 to the attention of Danny Mandell, Contracting Officer at the contracting office address listed in this notice. Page 28, of the Solicitation: PREPARATION OF BIDS (NRCS, TX, DEC 2007) In order to receive complete consideration for award of a contract, prospective contractors are requested to submit bids consisting of the following: -- Completed STANDARD FORM (SF) 1449, sign and date -- Acknowledgment of any/all Amendments on Standard Form 30, sign and date (if applicable) -- Completed BID SCHEDULE -- Completed the online application for REPRESENTATIONS and CERTIFICATIONS, if registered online, check paragraph (b)(2) on page 18, attach page 18 to your bid. If not registered online complete paragraph C through M, pages 18 - 27, and return all pages with your bid. -- Provide your DUNS number on the front of SF 1449, block 17a. FACSMILE/EMAIL BIDS WILL BE ACCEPTED. Contractors may submit facsimile quotes as response to this solicitation IAW FAR Part 52.214-31 FACSIMILE BIDS (DEC 1989). However, quotation must arrive at the place and by the time, specified in the solicitation. The Government will not be responsible for any failure attributable to the transmission or receipt of the facsimile quote. Contractors when mailing or hand carrying your bid packet, please ensure that the Solicitation No. AG-7442-S-11-0048 is annotated on the outside cover of the bid envelope or package.
