- Changes to the solicitation are below. 1. Page 1, 1st paragraph, Period of Performance - The study should be conducted in Luanda, Benguela and possibly Huambo, Malange and Cunene provinces. 2. Page 2, 2nd paragraph, Background and Need - A qualitative assessment conducted by CDC Angola in 2008 focused on men who have sex with men (MSM) in Luanda, long distance truck drivers in both Luanda and Cunene provinces, and young women involved in transactional sex in the border region of Cunene. Results from this qualitative assessment will be shared with the Contractor after approval by the INLS. 3. Page 2, 2nd paragraph, Project Objectives - A fourth objective has been added. Contractor will explore the relationship among socio-demographic, behavioral and contextual factors and HIV and syphilis prevalence. 4. Page 2, 1st bullet, Phase 1 - During this phase, the contractor will develop a comprehensive, cross-cutting protocol that includes behavioral and serologic data collection among long distance truck drivers and theirs assistants in Luanda and Benguela and possibly Huambo, Malange, and Cunene provinces. 5. Page 3, Subjects and Methods - Use a systematic sampling method to sample trucks passing through the fiscal police station of the three main exits of Luanda (i.e. Barra do Kuanza, Cacuaco and Viana). Data collection points in other provinces will also be considered if recommended by formative assessment. 6. Page 3, Subjects and Methods - Use Time-Location Sampling (TLS) to sample the study population (not Respondent-Driven Sampling as originally stated). 7. Page 3, Phase 2: Survey Implementation - This phase should take no longer than 120 days. 8. Page 3, Survey Procedures - No sample size defined. Contractor will define the sample size based on the inclusion criteria and methods described in Phase 1. 9. Page 4, Data Management and Analysis - Contractor will develop the database and questionnaire using appropriate software. Use of Nova Research Company Questionnaire Development System is not required. 10. Page 4, Data Management and Analysis - Contractor will analyze quantitative data using appropriate weights to account for the different sampling stages. Use of Respondent Driven Sampling Analysis Tool is not necessary. 11. Page 6, Performance Period - End date: 12 months after completion of Phase 1.
