Description
Request for Information Department of the InteriorFinancial and Business Management System "Program Management Office Assistance" This Request for Information (RFI) is being posted on GSA eBuy and FedBizOpps, under the Franchise Authority of the Department of the Interior, National Business Center, Acquisition Services Directorate (AQD) for the Financial and Business Management System, Project Management Office (FBMS-PMO). This RFI is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government. The purpose of this RFI is to identify potential sources that are interested in and capable of performing the work described herein. The North American Industry Classification System Code (NAICS) for this requirement would be 541519, Other Computer Related Services. FBMS is the cornerstone to the DOI's future. It is critical to the DOI's financial management modernization strategy and to meeting future business needs. FBMS is a functionality driven SAP solution designed to incorporate the majority of DOI's financial management functions into one system. This integrated system will ultimately eliminate over 80 DOI and bureau specific systems and enable the alignment of a business management system with the DOI's strategy of modernization, integration, accountability, and customer value. The full implementation of FBMS will allow the DOI to realize the benefits of common processes, a common technology platform, integration real time data, and improved operational decision making. The FBMS PMO directs the work of a variety of Government and contracted resources in order to achieve program objectives. The current System Integrator is IBM. Independent Verification and Validation is performed by Raytheon. For an introduction to the FBMS project, please see http://www.doi.gov/fbms. The FBMS project follows a cyclical development process with each deployment increasing functional scope while transitioning additional bureaus into FBMS. Operations and Maintenance (O&M) support to the deployed bureaus is being provided simultaneously with ongoing development. O&M support will continue through 2030. To date, the FBMS PMO has completed five deployments that have added four bureaus into FBMS production. At least two more deployments are planned in 2011 and 2012 with the possibility of additional functionality to be added after all bureaus have been deployed. In support of the FBMS implementation, a number of different project tools are utilized. Web versions of the tools are utilized when possible to minimize set up time and maximize portability. The project tool set includes: "Rational Requisite Pro"Rational ClearQuest/Test Manager"Rational ClearCase"Mercury LoadRunner"Remedy"MS Outlook"Adobe Captivate"Solution Manager"Liquid Machines"RWD InfoPak"PMO Portal"PClaim"ZTRACK In collaboration, these project tools enhance the productivity of the FBMS implementation and deliver project efficiency. The FBMS implementation is built on the system platforms detailed in the following table. The below table provides the expected generally available target software version levels for Deployment 6 with respect to the Deployment 5 baseline versions. The exact software version and patching levels will be agreed to prior to building the DSL for the deployment realization efforts. The final version for Deployment 6 may be higher than those indicated in the table below. Deliverables will be planned, produced and delivered to the Government as discussed in Section 4.0 of the attachment. The Government does not intend to make an award on the basis of responses nor otherwise pay for the preparation of any information submitted in response to this RFI. Acknowledgment of receipt of responses will not be made. Respondents may be notified of the Government's acquisition method via an amendment to this notice. Based on the review of the responses to this RFI, the Government reserves the right to conduct competition either via GSA Federal Supply Schedules or full and open. Interested organizations shall submit a capability statement of not more than 10 pages that details their firm's ability to perform all aspects of the effort described above and in the draft requirements document, which can be obtained on www.aqd.nbc.gov/Business/solicitations.aspx. All proprietary information should be marked as such. Responses will be reviewed by Government personnel and will be held in a confidential manner.
