- The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit a statement of capability. This notice of intent is not a request for competitive proposals. HHS intends to award a sole source award with NIATx Foundation Inc. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The contractor will identify and publicly recognize community based organizations, fiscal intermediaries and states that have achieved notable positive outcomes for improving business operations, with priority placed on improvements that are responsive to the implementation of health care reform. The contractor will disseminate the practices that have been indentified to NIATx member organizations. The contractor will also provide ongoing technical support to NIATx member organizations and interested treatment providers through workshops at the NIATx Summit. The NIATX process improvement model was demonstrated over a 6 year period at a cost savings of 10 million dollars. NIATx developed the model and is the only national organization that represents and serves the needs of a provider process improvement networks for over 1500 community based substance abuse treatment agencies. By working through its provider network, NIATx is able to identify process improvements best practices and diffuse them throughout the NIATx network and to the substance abuse field.
