Description
NOTICE TO OFFERORS: FUNDS ARE NOT CURRENTLY AVAILABLE FOR THIS PROJECT. NO AWARD WILL BE MADE UNDER THIS NOTICE UNTIL FUNDS ARE AVAILABLE. Department of the Air Force, Air Education and Training Command (AETC), 42d Contracting Squadron, 50 LeMay Plaza South, Maxwell AFB, Al 36112 will be issuing a solicitation for the renovation of BLDG 500, Holmes Center Maxwell AFB, Al. Work consists of, but not limited to, the following: Furnish all labor, equipment, materials and supervision to perform all operations in connection with the replacement of the HVAC System in the Holmes Center, Bldg 500, in accordance with the specifications and applicable drawings. PNQS 04-5274. The performance time is 270 calendar days. The proposed contract is 100 percent small business set-aside for SBA Certified HUB Zone contractors performing in the NAICS Code 238220, Commercial and Institutional Building Construction, with a size standard of $14,000,000.00. Only SBA certified HUB Zone firms that have the NAICS Code 238220, among their approved codes will be considered for award. This requirement will be competed among HUBZone companies within a 200-mile radius of Maxwell AFB, AL. Award of this contract will be made utilizing competitive best value source selection procedures in which competing offerors' past performance history will be evaluated in accordance with Federal Acquisition Regulation (FAR) 15.101. A Firm-Fixed Price Contract will be awarded. The Government reserves the right to award a contract to other than the lowest proposed price. A bid guarantee will be required for this project. Evaluation factors will be set forth in Sections L & M of the solicitation. NOTE: IAW FAR 52.236-1, Performance of Work by the Contractor, the contractor shall be required to perform on the site, and with its own organization, work equivalent to at least 25 percent of the total amount of work to be performed under the contract. IAW Federal Acquisition Regulation (FAR) 36.204, the estimated magnitude of this project is between $5,000,000.00 and $10,000,000.00. It is anticipated the solicitation will be posted on FedBizOps on or about the week of 16-20 May 2011. No paper copies of the solicitation, specifications, plans or bidders mailing list will be issued from this office. Telephone requests will not be accepted. You must register on the Fed Biz Ops web site in order to receive notification of changes to the solicitation. When the solicitation is downloaded, it is important to read the solicitation COMPLETELY, as there are milestones that MUST be met by the prospective offeror in order for their proposal to be considered responsive. A pre-proposal conference and site visit will be scheduled on a date to be determined and announced, and depending on the number of interested SBA Certified HubZone Firms, an additional site visit may be scheduled. The solicitation will include information for prospective offerors to submit in order to attend. All prospective offerors interested in submitting an offer must have a commercial and government entity code (CAGE Code). All firms or individuals responding must be registered with the Central Contractor Registration (CCR) this can be accomplished via the web @ <http://www.ccr.gov>. Interested vendors must also be registered in the Online Representations and Certifications Application (ORCA) database. Vendors can complete their information at <http://orca.bpn.gov/> The Government reserves the right to cancel this solicitation before or after the closing date. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. The Government shall not reimburse respondents for any costs associated with submission of information or reimburse expenses incurred to interested parties for responses to this pre-solicitation notice.
