- Description
- The incumbent will be the senior technical advisor on comprehensive HIV/AIDS and AIDS treatment for the USAID/Southern Africa's health team, interfacing with senior technical staff at other USG agencies as well as within the South African government. The incumbent must have the full range of knowledge and political finesse to function effectively across USG agencies and with senior-level counterparts in government and the private sector. The incumbent will serve as the senior technical advisor on HIV/AIDS and treatment for AIDS, providing timely and accurate information and policy guidance to USAID/Southern Africa, senior management at the Embassy, local and international NGOs, and senior South African government officials. The incumbent will also have responsibility for overseeing management of USAID/Southern Africa's comprehensive HIV/AIDS treatment services portfolio to ensure that partner performance is delivering on PEPFAR and SAG priorities for South Africa. While the incumbent reports to the Health Team Leader, he/she has significant latitude to make major program, budget and management recommendations consistent with USG foreign policy objectives in the HIV/AIDS area. The senior technical advisor is expected to work effectively as a team member and team leader and to demonstrate leadership by inclusion. In consultation with other members of the USAID team, and other USG agencies, the incumbent will make recommendations on resource allocation, programmatic and technical issues affecting the strategic direction of the USG HIV/AIDS treatment program in South Africa. Furthermore, the senior advisor is expected to be able to prioritize and complete multiple complex assignments, many of which will be of a politically sensitive nature and within tight timelines. Responsibilities and Tasks 1. Provide leadership and technical direction and advice to USAID, the US Embassy, and other USG agencies involved in the PEPFAR initiative on comprehensive HIV/AIDS treatment services, including adult and pediatric care and treatment services, provider initiated counseling and testing (PICT), prevention of mother-to-child transmission (PMTCT), TB/HIV, prevention with positives and medical male circumcision, related maternal and child health/reproductive health services and TB/HIV related diagnostics. 2. Provide strategic direction related to the USAID and the USG facility-based HIV/AIDS comprehensive services program to ensure it meets the foreign policy objectives of the Emergency Plan and responds to SAG priorities and strategies. 3. Monitor and evaluate HIV/AIDS activities based on PEPFAR objectives and policies to ensure support and achievement of PEPFAR strategies for South Africa and effective response to SAG priorities and strategies. 4. Responsible for oversight of the team that budgets plans, allocates and expenditures of USAID treatment budget. 5. Serves as Contracting/Agreement Officer's Technical Representative responsible for managerial and technical oversight of specific treatment grants, cooperative agreements, and contracts. Monitors and reviews the performance of PEPFAR partners and recommends changes in focus, staffing, budget and activities to ensure that the South African PEPFAR program can meet its goals jointly defined by the USG and SAG. 6. Maintains strong collaborative relationships with other teams within USAID and within other USG agencies and demonstrate leadership by inclusion. The incumbent will also be involved in negotiations with other USG agencies on the allocation of the annual treatment budget across USG agencies. 7. Seeks opportunities to implement strategies that ensure the sustainability of HIV/AIDS programs in South Africa. 8. Serves as the co-chair of the interagency AIDS treatment technical working group (currently configured as a "quad"), ensuring compatibility of PEPFAR programs with South African priorities and policies for HIV/AIDS prevention, care and treatment. Organizes and supervises consultative fora on HIV/AIDS, especially fora related to facility-based comprehensive HIV/AIDS service provision and support, for all major stakeholders. 9. Monitors, analyzes and reports trends and policy developments related to South Africa's HIV/AIDS epidemic, those developments related to HIV/AIDS care and treatment. Analyzes and reports on "best practices" in HIV/AIDS comprehensive services and supports strategies for implementation of measured better practices, as directed and supported by the SAG. 10. Monitors and analyzes international trends, developments and "best practices" in HIV/AIDS comprehensive services and identify strategies to support implementation of measured better practices, as directed and supported by the SAG. 11. Serves as the control officer or site officer for VIP delegations and provide concise informative briefings on the status of HIV/AIDS comprehensive service programs in South Africa and the USG response to support these programs. 12. Provides general guidance and supervision to junior health staff and contractors working with USAID health team, including mentoring, "on-the-job-training", verbal counseling, and guiding staff in how best to undertake specific tasks. 13. Serves as acting health team leader as needed.
