Description
The Naval Air Systems Command (NAVAIR) intends to award a sole-source contract to Gulfstream Aerospace Corporation (DUNS #088935366), 500 Gulfstream Road, Savannah, GA, for the acquisition of (1) systems engineering, (2) technical publications, and (3) limited aircraft upgrades for eight United States Navy/Marine C-20 aircraft and option of four C-37 aircraft. The limited aircraft upgrades include structural, electrical, airframe, and avionics repair dispositions that are outside of the scope of published Gulfstream Repair Manuals and thus require Gulfstream-owned data and drawings. As the Original EquipmentManufacturer, The engineering data used as the basis for aircraft modifications is proprietary and not provided to entities outside of Gulfstream. NAVAIR intends to negotiate a firm-fixed price, indefinite delivery/indefinite quantity contract in accordance with the procedures in FAR Part 12 (Acquisition of Commercial Items) and FAR Part 15 (Contracting by Negotiation). The resultant award will have a base period of twelve months with four one-year options. This acquisition is being pursued on a sole-source basis under the statutory authority of 10 U.S.C. § 2304(c)(1), as implemented by FAR 6.302-1, only one responsible source. This notice of intent is not a request for competitive proposals. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
