Description
The Department of the Interior, National Park Service (NPS) intends to issue Invitation for Bid (IFB) P11PS00042, Install Solar Electric System for Visitor Contact Station & Concession Building at Assateague Island National Seashore (ASIS), Berlin, MD. The work consists of the general construction of a wet pipe sprinkler system and fire alarm system for Buildings A, C, D, and E at the Fort McHenry National Monument. The work consists of the following: Contractor will supply all material necessary to completely install 22.00 KW DC - 30.00 KW DC solar electrical system using photovoltaic panels. The solar electrical panels shall be grounded mounted in the medium strips of the North Beach Parking Lot. The panels shall have a minimum ground clearance of thirty six inches and not exceed thirteen feet in total height. All structures shall be designed and constructed to tolerate 120 mile per hour wind velocity without damage. The solar electrical panels shall be positioned to achieve maximum efficiency.All wiring shall be enclosed in conduit and run underground when possible. All wiring must be run under asphalt roads and parking lots through directional boring. No concreted sidewalks or asphalt roads or parking lots may be cut. The underside of the solar panels shall be enclosed using aluminum or stainless steel sheeting. All structures shall have lighting protection. Contractor shall make all electrical connections to the electric net meter equipment. (net meter supplied by others) All electrical work shall meet electrical code. All electrical work shall be completed by a licensed electrician. All work must be approved by COTR before payment will be approved Contractor shall dispose of all waste generated during construction Government will provide the contractor reasonable access and time to perform the work identified in the contract. The government will prepare the site for the solar array by removing brush and leveling the earth to proper grade. The government will have a net meter installed by utility provider. This procurement is being issued as 100% small business set-aside. The North American Industry Classification System (NAICS) code for this project is 237130 and the Standard is $14 million. The estimated cost range for this project is $100,000 to $250,000. The intended contract will be a Firm-Fixed Price Construction contract subject to the Davis-Bacon Act. The solicitation including all bid documents will be posted to the websites, http://www.fedbizopps.gov and http://ideasec.nbc.gov on or about 30 May 2011. A site visit will be scheduled on or about 16 June 2011. Details for the site visit will be provided in the solicitation. Downloading from the Internet is free of charge. The estimated date for the receipt of bids is 2:00 p.m. on 30 June 2011. No hard copies of the solicitation will be mailed or issued. It is therefore the contractor's responsibility to check the internet site daily for any posted changes to the solicitations plans and specifications. Contractors must be registered in the Central Contractor Registration system in order to receive contract awards. As a security precaution, vendors must register themselves through the on-line CCR system. Be advised, failure to register in the CCR database makes a bidder ineligible for a contract award with the Park Service.
