Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION WILL BE ISSUED ON A LATER DATE. The National Cancer Institute (NCI) intends to solicit proposals from sources for support for interdisciplinary studies. This support services contract is essential for GEB to maintain its program of family studies and to develop strategies for larger population studies. Family studies are an important platform for discovery of genetic variation related to cancer. They are also an important component of the NCI's focus on consortia, and represent a paradigm of collaborative, coordinated efforts with multiple extramural colleagues. This project is also responsive to Congressional mandates in that we are focusing on melanoma and lymphoproliferative disorders. The contract will establish a mechanism to provide all the services required to conduct a wide variety of domestic and international family studies and field (case-control and cohort) studies. All of the studies are interdisciplinary, most with biospecimen collection. Since 2005, the contract has actively assisted in the conduct of over 24 investigations, including all of our family studies activities. For planned new studies, as well as for ongoing studies, the overarching scientific goals are: to map and identify cancer susceptibility genes within high risk families; to assess penetrance and modifiers of penetrance in mutation carriers; to elucidate the natural history and define clinical spectrum of disease for specific conditions; to evaluate gene-gene and gene-environment interactions when possible in families and larger populations; to evaluate the significance of mutations in identified genes within larger populations. The acquisition will contain Mandatory Criteria's that must be met at the time of receipt of technical proposals: A. Frequent Face-to-Face Discussions The offeror must demonstrate how it will accomplish the task of attendance at face-to-face discussions, on a nearly daily basis, between the NCI project officers and the Project Director and/or nursing staff or project managers of individual studies in order to monitor and review progress on project activities. B. Nearby Family Studies Medical Record Room The offeror must demonstrate how it will maintain the Family Studies Medical Record Room at a secure location which will assure that patient records will be delivered to the Project Officer at the Executive Plaza North Building, 6120 Executive Blvd, Rockville, Maryland within thirty (30) minutes of a request. The services will be acquired through full and open competitive procedures under NAICS 541990. It is anticipated that a cost reimbursement, term type contract will be awarded with a 1-year base period and 6 (six) 1-year options of performance beginning on or about September 1, 2011. The RFP will be available electronically on or about May 26, 2011 and may be accessed through the FedBizOpps. All responsible sources may submit a proposal which will be considered by the Agency. This notice does not commit the Government to award a contract. No collect calls will be accepted. No facsimile or email transmissions will be accepted.
