Description
The 10th Contracting Squadron, United States Air Force Academy (USAFA) Colorado has received a Sole Source/Brand Name Only justification for the purchase of a Diode Laser Infrastructure System and a Diode Laser Driver Controller on a Sole Source basis to Amtron GMBH, Neustr. 26, Nordrhein-Westfalen, NRW, 52146, Germany will be written for 5 Diode Laser Infrastructure Systems and two Diode Laser Driver Controller Systems. This procurement is for the acquisition of a sole source commercial item using simplified procedures in accordance with FAR Parts 13. The North American Industry Classification System Code [NAICS] is 333298 and the size standard is 500 employees. Only one responsible source and no other item will satisfy the current USAFA requirement. Headquarters US Air Force Academy, Department of Physics (DFP) is engaged in research in to high power alkali vapor lasers. To accomplish research goals DFP requests a five diode laser infrastructure systems, 45V @ 100A in CW and Pulsed mode with Micro-Channel Cooling Plate (MCCP) capability be purchased from Amtron on a fixed price, Sole Source basis. Amtron is the only manufacturer we have found that can produce a laser diode driver/controller system to our specifications. While some companies can match some of the power, pulse duration or clean power requirements, they cannot meet all of the required parameters. In addition, only Amtron has been able to meet our requirements for an integrated water cooling system capable of dissipating 2.2kW of heat via MCCPs in the diode laser stacks (in the case of the fie diode laser infrastructure systems). Purchase of five diode infrastructure systems for use in alkali laser research programs. For a successful research effort each system must have the following performance characteristics: 1. Output up to 45 V @ 100A 2. CW and Pulsed mode current/voltage output from DC to pulse lengths as short as 100 microseconds 3. No overshoot or ringing on pulse rising/falling edge to prevent over voltage or reverse voltage damage to the diode laser stacks under control 4. RS-232 and PLC computer control of the diode laser output via interfaces on the diode laser driver/controller system 5. MCCP water cooling with a compact rack mount footprint 6. High current, ultra-flexible cables for connection to laser diode arrays with Harting 6B to M5 ring terminals 5 meters in length This synopsis is for notification purposes only and does not constitute a solicitation for bids or proposals. DO NOT submit a bid/quote at this time. Any offerors believing they can provide the required Diode Laser Infrastructure System and a Diode Laser Driver Controller with all of the features and functions of the requirement described above may provide evidence for consideration. Evidence must support the offeror's claim they can provide this brand name or equal. All qualified sources may submit a response, which if timely received, will be considered by this agency. Information received will be considered solely for the purpose of determining whether a competitive procurement can be conducted. A determination not to compete this proposed procurement based on response to this notice is solely within the discretion of the Government. Responses must be received NLT 08:00 am MDT on 26 May 2011. Responses received after this will be considered late IAW FAR 52.212-1(f) and will not be evaluated. The Government does not intend to pay for any information provided under this announcement. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.
