Description
Contractor shall completely prepare site for demolition and removal of existing structures, and furnish labor and materials and perform work for Replace Sanitary Waste Piping Phase 2 (589A4-10-134) as required by drawings and specifications at the Harry S. Truman Memorial Veterans Hospital (HSTMVH), Columbia, MO. Work includes, but is not limited to furnishing of all labor and materials to replace remaining existing horizontal sanitary waste and vent piping, and vertical main riser waste and vent piping from sub-basement to the 6th floor, including penthouse and replacement of stacks and vents to include roof penetrations for vent stacks in all locations on the facility; Removal of surfaces to access sanitary lines; Removal of flooring and underlayment (wall, ceiling, and floor structural materials) to access sanitary lines and re-construction to condition existing prior to start of project; Finishing of floor and wall surfaces to match existing so as to cover penetrations to reach plumbing to replaced and/or removed with no replacement; Location and verification of service to plumbing fixtures and appurtenances in each work location; re-construction to match pre-existing conditions; and providing, erecting and relocating of construction barriers to meet infection control requirements. Construction trades include demolition, architectural, structural, plumbing, sanitary, mechanical, excavation, and electrical. Pursuant to 38 USC 8127(d) and in accordance with Public Law 109-461, the Veterans Benefits, Health Care and Information Technology Act of 2006, this construction project is Total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The project cost range is between $1,000,000 and $5,000,000. The North American Industry Classification Code (NAICS) for this procurement is 238220 (Plumbing, Heating, and Air-Conditioning Contractors), with a small business size standard $14.0 million. The estimated completion period for this work is 390 calendar days after notice to proceed. This completion period includes final inspection. Award will be made utilizing the Lowest Price Technically Acceptable Source Selection Process in accordance with Federal Acquisition Regulation Part 15. Proposal submission instructions will be included in the solicitation package. The government plans to award without discussions. The offeror is responsible to monitor and download any amendments from the Federal Business Opportunities (http://www.fedbizopps.gov) website, which may be issued to this solicitation. In accordance with FAR 52.204-7, Required Central Contractor Registration and in accordance with FAR 2.101, Veterans Affairs Acquisition Regulation (VAAR) 802.101, VetBiz Registration, prospective contractors must be registered in Central Contractor Registration (CCR) and in the VetBiz databases under the applicable NAICS. Firms may obtain CCR information at http://www.ccr.gov and VetBiz information at http://vip.vetbiz.gov. The solicitation package and drawings should be available for download on or about June 1, 2011, and the proposal due date will be on or about July 1, 2011. An organized site visit will be scheduled and the information will be made available at time of solicitation issuance. Only one site visit will be scheduled and interested offerors are highly encouraged to attend. No hard copies of the solicitation or drawings will be provided; and telephone requests or questions will NOT be accepted.
