- THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source under statutory 10 USC 2304(c) (1), set forth in Federal Acquisition Regulation 6.302-1, "Only one Responsible Source and No other Supplies or Services Will Satisfy Agency Requirements." The Department of Veterans Affairs, Western New York Health Care System, 3495 Bailey Ave., Buffalo NY 14215 requires the replacement of the fire alarm system (Simplex Grinnell) in Building 20 at the Buffalo VA Medical Center. Western New York Health Care System (WNYHCS) intends to make an award to Simplex Grinnell, Ring Power Corporation, 6850 Main St. #3, Williamsville NY 14221. NAICS 561621 with a size standard of $12.5M. No solicitation document is available. Interested parties may request a copy of the Statement of Work prior to the closing date of this notice via email only. Telephone requests will not be accepted. Interested parties may e-mail jonathan.aikin@va.gov or fax (716) 862-6375, Attn: Jonathan Aikin, not later than Wednesday, May 18 2011, 10:00 a.m. EST. Simplex Grinnell is the manufacturer of the fire alarm system that is currently installed at the Buffalo VA. Any other service companies would have to get their parts, and use their technicians to be able to perform the installation to factory specs. Also, there is proprietary software in the computer controls of the fire alarm system and any attempt at repairs would have to include access to that information via computer. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within five business days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
