- This is a SOURCES SOUGHT NOTICE for market research purposes. THIS IS NOT A REQUEST FOR PROPOSALS The National Institute of Standards & Technology (NIST) seeks information on commercial vendors that are capable of providing an automated, high-power, narrow-band, widely-tunable source to use for calibration sources for radiometry, reflectometry, astronomy, scale realization, etc. After results of this market research are obtained and analyzed and specifications are developed for a system that can meet NIST's minimum requirements, NIST may conduct a competitive procurement and subsequently award a Purchase Order. If at least two qualified small businesses are identified during this market research stage, then any competitive procurement that resulted would be conducted as a small business set-aside. NIST is looking to develop a truly hands-off automated calibration source with high power (>100 mW) from 350nm to 2500nm. The preference would be for cw sources, however, mode-locked systems with repetition rates higher than 50 MHz may be considered. There is also a preference for a spectral bandwidth of less than 1nm, however, broader bandwidths would be considered. Since many of our calibrations occur at remote sites, a compact and portable system is of great importance to us. At this time, we are looking for sources capable of providing either an entire system which can meet the performance requirements stated herein or a "building block" to such a system (such as an automated laser that will cover a limited wavelength range, but has a direct extension to having full wavelength range we are seeking in the near future, possibly by adding equipment to increase the equipment capabilities). NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 333314, as those domestic sources having 500 employees or less. Please include your company's size classification in any response to this notice. If two or more small businesses are identified, we will consider a set-aside. Companies that manufacture a system capable of meeting the system performance requirements as stated herein, are requested to email product literature and a letter describing their technological approach in enough detail to determine whether the tunable laser diode system can meet the specifications identified herein to joni.laster@nist.gov no later than the response date for this source sought notice. The letter shall include achievable specifications and any other information relevant to your product or capabilities. Also, the following information is requested as part of the response to this sources sought notice: 1. Name and size of the company that manufactures the tunable laser diode system for which specifications are provided. 2. Name of the company(s) that are authorized to sell the tunable laser diode system, their addresses, and a point of contact for the company (name, phone number, fax number, and email address). 3. Indication of the number of days after the receipt of the order that is typical for delivery of such tunable laser diode system. 4. Indication of whether each tunable laser diode system for which specifications are sent to joni.laster@nist.gov are currently on one or more GSA Federal Supply Schedule contracts and, if so, the GSA FSS contract number(s). 5. Any other relevant information that is not listed above which the government should consider in finalizing its market research.
