Description
The U.S. Department of the Treasury, Office of Technical Assistance (OTA) is recruiting information management and technology experts on a competitive basis to serve as Resident (long-term) and/or Intermittent (short-term) advisors, under personal services contracts, in its Economic Crimes Program. This recruitment is for global assignments and significant international travel is required. QUALIFICATIONS AND SKILLS: Qualified candidates are information technology (IT) architects/analysts specialized in information systems design, development and implementation. Qualified candidates are capable of conducting business process reviews as well as understand networks and systems and the data these contain, and the standards that apply to each. Candidates must communicate using standard architecture system design language and descriptions, and be able to test and evaluate systems for quality and performance. Qualified candidates understand the what, the gaps, the issues and problems in IT systems and articulate these for others to understand. The analyst should be able to write system requirements and make recommendations to accomplish identified secure information gathering, management, and analysis objectives. The ideal candidate will also have experience in using, or will understand the use of these systems in support of the detection and/or investigation of money laundering and other economic crimes, including corruption. Mandatory skills include data analysis, organizational development, information system design, development and use, and information security. Technical Skills Include:: Visio, MS Project, MS Excel, data modeling, data warehousing, UML, business and financial data standards. Additional mandatory skills include: superior ability to communicate in written and oral forms, ability to listen, ability to think critically and strategically, ability to negotiate and compromise when necessary, superior consulting and interpersonal skills, ability to work effectively in environments with different cultural and business norms, ability to work without typical support mechanisms. Prior overseas experience in challenging environments and foreign language fluency (Spanish, French, Portuguese, Arabic, etc.) are a plus, but not mandatory. Candidates must be U.S. citizens or U.S. resident aliens. SALARY AND BENEFITS: Salaries will be negotiated in accordance with program regulations based on demonstrated salary history. The salary ranges are from $123,758 to $165,300. Overseas benefits are provided as allowed by Federal regulations. Successful applicants will be subject to a security background investigation at the appropriate level and medical clearances.
