May 13, 2011To:Interested OfferorsFrom:Mary Carver, Contracting Officer, Acquisition Services Directorate, National Business Center, Department of the InteriorSubject:Request For Information (RFI) # D11PS19034 Titled: Military Spouse Employment Web Portal (MSEP) Purpose: To provide the vendor community with information and instructions related to the RFI. The Department of the Interior (DOI), National Business Center (NBC), Acquisition Services Division (AQD) has a requirement on behalf of the Dept. of Defense, Military Community and Family Policy for the development of an interactive web portal to assist military spouses in establishing and maintaining portable careers and employment. The scope of this project is to develop, host, maintain and enhance, as required, a Military Spouse Employment Partnership (MSEP) web portal and community that offers secure and easy career job search capabilities to military spouses and facilitates recruitment of military spouses as employees for vetted corporate partners. This is not an aggregation community. Requirements are a site where: a.) partner private corporations can post jobs for military spouses along with a corporate landing site that links to corporate human resources; b) military spouses can establish a secure account to post resumes and create cover letters; c) spouses can search for jobs by zip code; d) executes an automatic overnight crawl that matches posted spouse resumes and posted jobs; e) links to Federal job opportunities at www.usajobs.gov., f) links to other Federal agency (i.e., US Department of Labor) employment web sites; and e) regularly and routinely produces required reports. This effort requires the development of an interactive web portal that provides the following functionality: (1) Partner employers can establish secure accounts, post job openings and link military spouses to their corporate human resources landing pages; (2) Partner employers can search for registered military spouses who are relocating to their geographic location(s) by career field, occupation and zip code; (3) Partner employers can report and track jobs posted, spouses' geographic portability, job interviews, employment opportunities, occupational fields, etc., for employed military spouses; (4) Military spouses can establish a secure account, and create and post up to five (5) resumes and cover letters for view by participating partner employers; (4) Military spouses can search for posted job openings by career field, occupation and zip code, and track period of time taken to obtain employment; and (5) Automatic crawls will be conducted by this web portal each night to match registered spouses with job openings and send match notifications to spouses and to relevant employers. This web portal will: (1) Be accessible through the front page of the Military OneSource website www.MilitaryOneSource.com; (2) Contain links to federal job opportunities via www.usajobs.gov; (3) Contain information on Federal spouse employment appointment authorities and links to Federal department and agency employment websites; and (4) Produce MSEP standardized and ad hoc web portal usage statistics, reports, metrics and measures of effectiveness established to include: number of spouses hired, promoted, salary range, corporate benefits officer, occupational category, transferring within the company, license/credential, education, and number of spouses posting resumes for each position posted, and type of employment - full time, part time, virtual, etc. and geographic location of jobs posted and spouses hired. The portal will also produce reports documenting the spouses' desired occupations, Service member's rank, number of resumes posted by each spouse, length of time between posting resume and obtaining employment with a partner, etc. The web portal will be developed using open source code and will likely be hosted by the government.The place of performance will be at the contractor site. A draft copy of the Statement of Objectives entitled "Military Spouse Partnership Web Portal" is available at the NBC website http://www.aqd.nbc.gov/solicitations. This Sources Sought notice is not an issuance of a solicitation or a request for proposal, and the information presented in this announcement will not obligate the DOI in any manner. CONTRACTOR SUBMISSIONSInterested parties should submit the following information in their Statement of Qualifications (SOQs): 1) Business name, address, DUNS, cage code, phone number, email address, and socioeconomic classification, including any letters, certificates, or similar documentation indicating such status.2) Technical capabilities including clear evidence of the firm's experience (list no more than 3 projects and limit one page per project) performing work of a similar type, scope and nature of the above work the government is now requesting assistance in accomplishing. The experience should be identified by: contract numbers, government agency/organization issuing the contract, project titles, dollar amounts, current status (completed or in progress with start and completion dates), and points of contacts (both contractor and customer) with telephone numbers, emails, addresses, etc. Indicate if the firm was a prime or subcontractor (if subcontractor on the project, provide prime contractor point of contact information). 3) Identify any existing contract vehicles that would be appropriate for this requirement i.e. GSA Schedule, NASA SEWP, etc.4) Identify NAICS codes appropriate for this requirement.5) Provide an estimate on how long it will take to develop this portal. *Note: DoD needs to have this portal up and running within six months, around September 15, 2011. 6) Provide an estimated dollar amount for this type of work and suggest a contract type(s). 7) Please provide comments and feedback regarding the RFI. Also let us know what additional information you would require to propose on such a project. The Original RFI and draft SOO is also located at http://www.aqd.nbc.gov/solicitations. The purpose of the RFI is to afford the public an opportunity to comment on best practices and critical elements that should be included in the SOW. Any comments provided should not be viewed as a vehicle for presenting a specific approach to be proposed, but as an opportunity to improve an eventual solicitation package. Interested parties must respond to this notice no later than 2:00 pm ET May 25, 2011. Questions and SOQs submitted by a method other than electronic mail shall not be accepted and shall not be answered. DO NOT SEND GENERIC HARD COPY ADVERTISING OR PROMOTIONAL MATERIALS AS THEY WILL BE DISCARDED. If you have responded to any previous email messages or had other communications with our office regarding preliminary market research for this project, please be advised that it will be necessary for you to respond to this Sources Sought request and the items contained herein. THIS IS NOT A SOLICITATION AND SHOULD NOT BE CONSTRUED AS SUCH. PROPOSALS ARE NOT BEING REQUESTED OR ACCEPTED IN CONJUCTION WITH THIS RFI. Rather, the Government is seeking constructive feedback from the vendor community. All information is to be provided on a voluntary basis at no charge to the Government. There is no entitlement to payment of direct or indirect costs related to or arising out of responses received by the Government from interested contractors. All information/materials provided to the Government will become the property of the Government and will not be returned. There is no guarantee, expressed or implicit, that the market research for this acquisition will result in a set-aside either competitive or sole source, or of any guarantee of award or particular acquisition strategy developed.
