- This announcement constitutes a Notice of Proposed Contract Action by the U.S. Air Force Electronic Systems Center's Enterprise Acquisition Division, Hanscom AFB, MA to award a contract on a basis of other than full and open competition for reinstatement of OPNET software and maintenance licenses produced by OPNET Technologies Incorporated, Bethesda, MD under the authority of FAR Subpart 6.302-1; only one responsible source and no other supplies or service will satisfy agency requirements. This acquisition is for the purchase of OPNET software and maintenance license renewal. OPNET has been found to be the only program to satisfy the government requirement as the Multi-Function Advanced Data Link (MADL) Program Office previously purchased a MADL engineering model at a cost of over $5M, which was developed in and will only run in OPNET, a decision made by the contractor building the model. To not utilize the model the government has invested in would result in a substantial duplication of cost not expected to be recovered through competition. Additionally, market research has shown OPNET to be the lead software among wireless communication experts for emulating Department of Defense communication systems and satellite interaction. There is no solicitation document available for this acquisition. Interested sources shall make written inquires about this procurement to Ms. Lindsay Walsh, Contract Specialist, at Lindsay.Walsh@Hanscom.af.mil no later than 19 May 2011. This acquisition is conducted utilizing simplified acquisition procedures defined by FAR Part 13. The response time is reduced from fifteen (15) to seven (7) days.
