Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisitions (OA), on behalf of the National Institute of Dental and Craniofacial Research (NIDCR), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Bio-Rad Laboratories, Inc., 2000 Alfred Nobel Drive, Hercules, CA 94547-1804 for the purchase of the following equipment: - DEMO CFX384 RT PCR DETECT SYSTEM The CFX384 real-time PCR system has the ability to test 384 samples in a single run and will be able to run samples as well as control them simultaneously. A qPCR machine allows you to look at the number of specific molecules on a transcriptional level. Unlike standard PCR machines that only show the presence or absence of a gene, a qPCR allows for the quantification of the molecule showing increases and decreases in genes after treatment to the samples. This is important when looking at mutations present in cancer samples as well as the cell lines used in the lab. The sole source justification is based on the fact that this piece of equipment can only be purchased from Bio-Rad Laboratories because they are the original manufacturer and sole supplier. In addition, all members of the Oral and Pharyngeal Cancer Branch at NIDCR will be able to use this machine for their research and it is compatible with the Bio-Rad Icycler iQ System currently being used. The delivery point is the National Institutes of Health (NIH), National Institute of Dental and Craniofacial Research (NIDCR), Bethesda, MD. The North American Industry Classification System (NAICS) Code is 334516, Analytical Laboratory Instrument Manufacturing, and is not a small business set aside. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, therefore the requirements of FAR Part 6, Competitive Requirements, are not applicable and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-51 (April 1, 2011). Interested parties may identify their interest and capabilities in response to this synopsis by May 27, 2011 at 12:00pm Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurements.
