- Description
- The U.S. Department of Transportation, Maritime Administration (MARAD) proposes to procure through Request for Proposal (RFP) DTMA-91-R-2011-0003 the design and construction of layberth facilities (BLF) at its Beaumont Reserve Fleet site in Beaumont, TX. The BLF when completed will support and accommodate up to eight (8) Large, Medium-speed, Roll-on/Roll-off Ships (LMSR) equivalently sized vessels. The successful offeror shall be responsible for permitting, design and construction of a marine facility including dredging, pier and/or wharf construction, utility services, access road, parking, lighting, security, and shall furnish all labor, equipment, materials, consumables and supervision including overhead and profit to perform the work in accordance with terms and conditions of the awarded contract. The successful offeror will be required to proceed with the permitting, engineering and construction of its proposed design following contract award. The estimated time for completion of the entire project from January 2012 through July 1, 2013 The RFP will be conducted in two phases. Phase 1 will evaluate the technical qualifications of the offers received and select a maximum of 3 offerors to participate in Phase 2. Phase 2 offerros will be required to submit a 30 per cent design and to price a set of core requirment CLINs and optional CLINs. Phase 1 and Phase 2 evaluation factors and a scope of work are attached. These documents and additional information for this RFP will available at MARAD's acqusition webstie voa.marad.dot.gov under the "BLF Design/Build RFP" link on or about May 5, 2011. Phase 1 proposals are due no later than June 9, 2011, 2:00 pm Eastern standard time and must be submitted electronically through the VOA website. All responsible sources may submit an offer that will be considered by the Government. There will not be a Pre-proposal Conference or Site Visit in Phase 1. No bonds are required in Phase 1. ATTENTION: Minority, Women-owned, and Disadvantaged Business Enterprises (DBEs)! The Department of Transportation (DOT) offers working capital financing and bonding assistance for transportation related contracts. DOT's Bonding Assistance Program (BAP) offers bid, performance and payment bonds on contracts up to $1,000,000. DOT's Short-Term Lending Program (STLP) offers lines of credit to finance accounts receivable.
