- Marine Corps Systems Command (MCSC), PG-13 Infantry Weapons Systems (IWS), PMM-131, Program Manager Reconnaissance and Amphibious Raids (PM RAR) intends to issue a full and open competitive solicitation for a five (5) year Firm-Fixed Price (FFP) Indefinite Delivery Indefinite Quantity IDIQ) Contract composed of a base year and four (4) out years. MCSC will award to the lowest priced technically acceptable small business. The award will include a minimum of three (3) hours per year and a maximum of twelve (12) hours per year for vertical wind tunnel flying hours. The PM RAR manages the procurement, delivery, operation and maintenance of all Military Free-Fall testing and training requirements. In order to safely meet the MCSC requirements, PM RAR has a need to establish a contract for wind tunnel flying hours to support mission requirements to develop, demonstrate, procure, field, and provide life-cycle management for Airborne/Parachuting and associated equipment for the Marine Operating Forces (MARFOR ™s). To this end, a requirement exists for a capability to evaluate parachute systems and accessories. The ability to conduct simulated free-fall in a controlled environment provides an increased level of safety for our evaluators. Parachute systems and components expected for evaluation include items such as parachute packs, parachutist ™s helmets, navigation tools, and weapons slings/pouches. Parachutists also require maintaining proficiency in parachuting procedures and techniques. Wind tunnels are vertical rooms or buildings that generate wind and re-circulate air flow to simulate freefalling during parachute operations. Availability of a wind tunnel will provide a means to attain this training when mission aircraft are not available, increasing the flexibility for scheduling training.
