Description
The Postal Service is seeking Qualification Statements from Design-Build Entities desiring to be placed on a list of prequalified Design-Build Entities for building construction, expansion, and/or facility repair and alteration projects in the geographic territory of the USPS Great Lakes Facilities Service Office, generally described as the states of Illinois, Indiana, Michigan, Wisconsin, and Eastern Missouri. Specific projects to be determined and solicited from the established prequalified Design-Build Entities will include project specifics for building related architectural & engineering design services as well as building and/or site construction, expansion, and/or facility repair and alteration projects in the cost range of approximately $300,000 to $5,000,000. Only the most qualified Design-Build Entities will be prequalified. To be considered for prequalification, respondents must demonstrate a minimum of five years of experience and must have completed a minimum of two comparable Design-Build projects for the noted project types in the geographic area specified over the last five years. Comparable project types for this solicitation are defined as Design-Build new construction, expansion, and/or facility repair and alterations to commercial or industrial buildings with a construction value relating to the cost range indicated above. While a minimum of two comparable projects is indicated, it is desired that respondents demonstrate their capabilities for all of the Design-Build project types and cost ranges noted. The Qualification Statements will be evaluated in accordance with the following criteria listed in descending order of importance: experience and references of the Design-Build Team, organization, and safety. Other factors that will be evaluated on a pass/fail basis are: background information, backlog, financial capability, bonding, banking, responsibility, and affirmation. The Postal Service will issue a solicitation (RFP) for each specific project to a group of prequalified Design-Build Entities on a rotating basis based upon interest and location. Each Design-Build solicitation will request a fixed price proposal. Prequalified entities will have the option to submit a proposal for one or more of the projects as they become available. Awards of individual contracts will be made to the entity offering the best value to the Postal Service within the available funding in accordance with the evaluation criteria stated in individual project solicitations. The Postal Service retains the right to: (1) Delete from the Design-Build prequalified list any entity that is no longer deemed to be responsible or is otherwise ineligible to receive a contract award pursuant to current Postal Service purchasing policies, or consistently declines to submit a response to solicitations. (2) Prequalify additional entities that will be eligible to receive Design-Build solicitations for building construction, expansion, and/or facility repairs and altered. This right will be exercised when the number of existing prequalified entities is not sufficient to ensure adequate competition in either the entire territory indicated, or within geographic sub-territories as may be determined by prequalified entities not choosing to participate in solicitation responses. (3) Issue open market solicitations for specific Design-Build projects when determined by the Contracting Officer to be in the best interest of the Postal Service. The list of prequalified Design-Build Entities will be subject to periodic maintenance for adding/deleting entities as required with a minimum review annually. Qualification Statement packages are available now and may be obtained by sending a written request to the USPS Great Lakes Facilities Service Office; Attn: Reginald Hollingsworth via email to r.hollingsworth@usps.gov Qualification Statements are due by Monday, June 20, 2011 at 3:00pm CDT. The completed Qualification Statement should be delivered via one of the many services provided by the United States Postal Service, or hand delivered to the Great Lakes Facilities Service Office, Attn: Reginald Hollingsworth, 62 Stratford Drive, Bloomingdale, IL 60117-7000. Qualification Statements will not be returned.
