Description
Draft SOW Synopsis: This is a sources sought announcement to determine the availability of potential vendors (including, but not limited to, small business (e.g. 8 (a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantage business, and women-owned small business) that can provide support to the Centers for Disease Control (CDC) Division of HIV/AIDS Prevention-Intervention Research and Support Branch to quarantine, test, and transport of Eighty-four female, Pig-Tail Macaques for Antiretroviral Safety and Efficacy Studies. Background: The Laboratory Branch of Prevention - Intervention Research supports the Division of HIV/AIDS Prevention goals in HIV prevention as they pertain to clinical studies, viral transmission, diagnosis and incidence, intervention research with microbicides, vaccines, and chemoprophylaxis as well as investigation of other human and zoonotic retroviruses. The Branch conducts and develops multiple preclinical HIV intervention studies using nonhuman primate animal models for HIV detection, quantitation, isolation, evolution, and surveillance including drug resistance. Eighty-four, female, Pig-tailed Macaques have been purchased from Indonesia and will arrive at a U.S. Port of Entry (San Francisco or Los Angeles) around July 1, 2011. These animals are required by U.S. government regulations to be quarantined in the U.S. for at least 31 days. Purpose and Objectives: The purpose of this acquisition is to acquire service to quarantine, test, and transport 84 female Pig-tail Macaques from the U.S. Port of Entry (San Francisco or Los Angeles) to the CDC Division of HIV/AIDS Prevention, Laboratory Branch in Atlanta, GA. Capability Statement: Vendors who believe they have the ability to satisfy all of the tasks outlined in the attached draft SOW are encouraged to submit a capability statement. The capability statements will be evaluated based on the information provided in relation to the objectives and requirements outlined in the attached draft SOW and the current in-house capacity to perform the work including: (a) staff availability, experience, and training; (b) prior completed projects of a similar nature; and (c) examples of prior completed contracts, dollar value of the contracts, references, and other related information. Capability statements shall include the following information: company name, address, point of contact, phone/fax/email, and business size and status (e.g. small business, 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantage business, and women owned small business). The remainder of the capability statement should be tailored to the tasks outlined in the draft SOW and must demonstrate that similar work has been performed in the past. Submission Instructions: Interested parties having the capabilities necessary to perform the stated requirements may submit capability statement (maximum 10 pages) via email to Sherrie Randall (srandall@cdc.gov). The subject line of the email shall be "Quarantine, Testing, and Transport of 84 Pig-Tail Macaques for Antiretroviral Safety and Efficacy Studies ". Responses are due no later than May 27, 2011 by 8:00AM EST. Capability statements will not be accepted after the due date.
