Description
VA-69D-11-RQ-0786 The Great Lakes Acquisition Center (GLAC) in Milwaukee, WI intends to negotiate on a sole source basis (IAW FAR 13) with Alliant Enterprises, LLC, 8850 M89 STE A, Richland MI 49083 as the only source that provides a Stryker In Touch 2140 System used for patient care. This vendor is the only one that makes a frame that is compatible with current equipment at Hines. Specifically, the contractor shall provide the following: - Bed Frame Unit (Part #OL270190, Quantity 14); - IBED 2.4 complete with options (Part # OL270190, Quantity 14); - IBED Side Rail Lights (Part # OL270061, Quantity 14); - Motion Control (Part # FA64194, Quantity 14); - Power Cord (Part # OL250053, Quantity 14); - Auxilary outlet (Part # OL270013, Quantity 14); - Upright oxygen holder (Part # FA64187, Quantity 14); - Dual head end permanent IV poles (Part # FA64202, Quantity 14); This acquisition is being conducted under simplified acquisition procedures (IAW FAR 13). There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 423450 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data sufficient to determine capability in providing the same product. All capability statements received within 5 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to Scott Ivy at scott.ivy@va.gov Statements are due by 12:00 CST 31 May 2011. No phone calls accepted. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION SDVOSB Sole Source FOR Stryker In Touch 2140 Beds, for Hines VA VA-69D-11-RQ-0786 1.Identification of the Agency and the Contracting Activity: Department of Veterans Affairs, Great Lakes Acquisition Center, 5000 W National Avenue Bldg 5, Milwaukee WI 53295 2.Nature and/or description of the action being approved: Justification and approval for other than full and open competition for the purchase of 14 complete Stryker In Touch beds. This procurement will proceed on a sole source basis with Alliant Healthcare. 3.A description of supplies/services required (including the estimated value): The VA Hospital in Hines, IL, has a requirement for 14 complete Stryker In Touch beds. The approximate cost is $354,617.20 4.Statutory authority permitting other than full and open competition: FAR 6.302-1. The VA's minimum needs can only be satisfied by unique supplies or services available from only one source. (41 U.S.C. 253 (c)(1)) Only one responsible source and no other supplies or services will satisfy agency requirements. 5.Facilities Unique Qualifications: The VA Hospital in Hines, IL requires this service because it is essential for patient care. The Stryker In Touch Bed frame is the only product that has the capability to interface with the Stryker XPRT mattress which our hospital currently owns ($14,000 Each, $196,000 Total Value) This is a specialty mattress that provides respiratory support, pulmonary rotation, vibration, percussion, and turn assist; It also provides a loss system for skin care. The Stryker In Touch Bed frame is the only known bed frame that will interface (has built in controls) with the hospital owned XPRT mattresses. 6.Efforts made to ensure that offers are solicited from as many potential sources as is practicable: This SSJ will be posted to FBO. If a company can provide the same item they should provide a compatibility statement. If a company can provide 14 complete systems to include mattresses at the same cost consideration will be given. 7.Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable: Market research conducted. 8.Market survey conducted: checked Vetbizops and GSA. Nothing found compatable. 9.Other facts: Consideration will be given to any company that can provide a complete system to include frame and bed and all associated equipment to fulfill our requirement at the dollar amount given in para 3. This purchase will eliminate the costs to the hospital of leases. 10.Other sources expressing an interest: None sought 11.Actions to remove or overcome any barriers to competition: None, as there are no known companies able to provide the required equipment. 12.Certification: I certify that this justification is accurate and complete to the best of my knowledge, based on historical data going back well over ten years.
