Description
This is a SOURCES SOUGHT NOTICE to determine the availability and capability of businesses. Pursuant to FAR 52.215-3 Request for Information or Solicitation for Planning Purposes this notice is being posted for fact finding and planning purposes only and shall not be construed as an Invitation for Bid, a Request for Proposal, Solicitation, Request for Quotation. This RFI is issued as a means of technical discovery and information gathering with no obligation on the part of the BBG to make any purchases. This RFI should not be construed as a means of pre-qualify vendors. The Broadcasting Board of Governors may utilize the results of this RFI in drafting a competitive solicitation (RFP) for the subject services. Any further contract that may be awarded must comply with Federal Government procurement requirements. The Broadcasting Broad of Governors (BBG) is seeking to learn more about the international toll-free services and usages rates. The BBG currently uses international toll-free services for its radio and television call-in programs in China and Taiwan. It is interested in reducing its current toll-free costs and potentially expanding services in other regional markets. As a results the BBG is interested in learning more about what companies offer international toll-free services, their per minute usages rates, and what countries they provide service to and from. Agency Overview The Broadcasting Broad of Governors encompasses all U.S. civilian international broadcasting, including the Voice of America (VOA), Radio Free Europe/Radio Liberty (RFE/RL), Radio Free Asia (RFA), Radio and TV Marti' and the Middle East Broadcasting Networks- Radio Sawa and Alhurra Television. BBG broadcasters distribute programming in 59 languages to an estimated weekly audience of 165 million people via radio, TV the Internet and other new media. The BBG works to serve as an example of a free and professional press, reaching a worldwide audience with news, information, and relevant discussions. Project Overview: Objective Provide BBG audiences with reliable international toll-free services that is cost effective and easy to manage. Scope: International Toll-Free services provides an important programming tool for the BBG to reach out and interact with its audiences. The ability to provide audiences with an opportunity to ask questions, live, during broadcasts, is important to the mission of the agency. Technical Requirements: The International Toll-Free services must permit multiple users, at least 10 concurrent calls, and provide a web portal to manage the phone numbers and monitor usage. In addition, Vendors must provide a list of countries that they can provide toll-free service in and the associated per minute usage rates. The North American Industry Classification Systems (NAICS) code for this acquisition is 517110 - Wired Telecommunications Carriers.
