Description
PLEASE READ ALL REQUIREMENTS CAREFULLY BEFORE RESPONDING TO THIS ANNOUNCEMENT. PROCUREMENT METHOD: REQUEST FOR OFFER-SIR POSTING: In accordance with the Federal Aviation Administration's Acquisition Management System, 3.2.1.2.12 (FAAAMS), the Western Pacific Region is seeking competent and qualified Contractors interested in providing offers for the modernization of the elevator controller, drive motor, and other devices at the Honolulu ATCT, HI. Work will consist of labor, material, equipment, supplies and transportation required to perform the work in accordance with the scope of work for the elevator modernization at Honolulu, ATCT. Scope of work includes the following but is not limited to: Furnish all necessary labor, material, equipment, transportation, andservice to "Modernize the Elevator Controller, Drive Motor, and Other Devices at theHonolulu ATCT".Work includes but is not necessarily limited to furnishing and installing one elevatorcontroller, AC drive motor, landing system, rope gripper, car operating panel and otherrelated devices in accordance with this specification.Upon completion, the new elevator controller, drive, and supporting equipment specifiedherein or shown on the drawings shall be complete, functional, and ready for use by theFAA. All other requirements will be included in the scope of work. The following criteria will apply:1. This procurement is a full and open competition2. The estimated dollar range for this project is between $250,000.00 to $500,000.003. The offeror must have the financial resources to sustain all contract activities, such as, insurance, bonding-only bid bonds and performance and payment bonds from companies on the Department of the Treasury's Listing of Approved Sureties (Department Circular 570) will be accepted. The contractor MUST be registered in Central Contractor Registration (CCR) before contract award. Contractors can register on-line at http://www.ccr.gov 6. Work hours will be performed by two crews, a morning crew and an evening crew. Hours will be outlined in the solicitation.7. Contractor must complete the attached Business Declaration and send with your request to be added to the bidders list8. Contractors must be registered in CCR's with the NAICS code 333921-Elevators, passenger and freight, manufacturing9. Contractors will be evaluated based on: Past performance as a prime contractor or subcontractor, Organizational Structure of the company they representTechnical Approach to completing this work.Details of scoring will be in the solicitation This notice is for informational purposes for Minority, Women-Owned, and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has programs to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individual, and women owned concerns to acquire capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT bonding assistance program enables firms to apply for bid, payment, and performance bonds up to $1.0 million per contract. The DOT provides an 80 percent guaranty on the bond amount to a surety against losses. Loans are also available under the DOT short term receivable financing. The maximum line of credit is $750,000.
