Description
Background: The Navy regularly needs to dispose of aircraft, aircraft engines, and aviation components. Disposal is problematic when dealing with Hazardous Materials (HazMat), Low Level Radiation Waste (LLRW) or composite fibers. Description and Contractor Responsibilities: Contractor shall operate in a secure environment and shall have a demonstrated knowledge of DoD regulations regarding demilitarization and disposal. Contractor shall have current certifications and the demonstrated ability to conform with all applicable safety, health and environmental statutes and regulations. Contractor will be required to pick-up all material for disposal and provide all required labor, equipment, and technical services to include, but not limited to: oShred and otherwise mutilate whole aircraft, aircraft engines, and aviation components. This includes complete destruction of materials ranging in size from micro-processors to jet aircraft; oDemilitarization in accordance with DoD 4160.21-M-1 or particular instructions provided by the government. Demilitarization is the act of destroying all military or dangerous properties inherently associated with equipment and rendering it incapable of its originally intended military purpose; oMaterial sortation: identification, removal, segregation, and return of recyclable material to government for resale and/or disposition at the government ™s discretion. Alternately, recyclable material may be retained by contractor for Fair Market Value based on indices and markets determined at the task order level oDisposal of above materials, and if necessary disposal of LLRW. All disposal will be handled in accordance with standards set by the Navy ™s radiological Affairs Support office (RASO) and DoD Manual 4715.6-R, and with all federal, state, and local environmental regulations. oContractor will maintain records of all HazMat and recyclables processed. Results shall be included in monthly status reports including quantities of material disposed. The majority of the material that the contractor will be required to pick-up for disposal will be located at the Davis-Monthan AFB in Tucson AZ. However, the contractor may be required to pick-up materials elsewhere within CONUS, including remote areas that may be difficult to access. The Government anticipates to award a no-cost type contract. All proceeds from the sale of recyclable scrap will be retained by the contractor. Request information from Industry regarding the practice of the sale of scrap materials. All responding sources shall provide a summary of their company ™s capabilities including organization name, address, description of facilities, personnel, and past experience; and a point of contact, telephone number, facsimile number, email address, business size, DUNs number, and CAGE Code. In addition, all responding sources are to provide information regarding the industry practice of sale of recyclable scrap materials. All submissions must be received by close of business 2 June 2011.
