Description
SOURCES SOUGHT FOR COMPREHENSIVE ENERGY EVALUATIONS Naval Facilities Engineering Command (NAVFAC) Washington is soliciting sources for comprehensive energy evaluations as prescribed in the Energy and Independence Security Act of 2007. Responses to this sources sought may be used by NAVFAC to determine contract strategies. Therefore, we encourage everyone interested to respond. SCOPE “ The project will require identifying opportunities for energy and water savings for facilities at Naval Support Activity Washington: including Washington Navy Yard, National Research Labs, National Maritime Intelligence Center, Marine Barracks, and Naval Observatory in Northwest Washington. Tasks include but are not limited to: (i) Heating Ventilation and Air Conditioning surveys to identify repairs, upgrades and if necessary, re commissioning opportunities; (ii). Conventional energy retrofits and renewable energy opportunities, i.e., solar, insulation, lighting, heat pumps, facilities upgrades, cogeneration etc... (iii). Common strategies for planning, acquiring, siting, designing, building, operating, and maintaining High Performance and Sustainable Buildings per Federal Leadership in High Performance and Sustainable Building ™s Memorandum of Understanding (http://www.wbdg.org/references/mou.php). Every recommendation for investment/upgrade ™s must be accompanied by a cost benefit financial analysis. This request is for planning purposes only and shall not be construed as a solicitation or as a NAVFAC obligation for future solicitations. No official solicitation exists; therefore, please do not request a copy of a solicitation. If in the future an official solicitation is released, there is no guarantee that sources responding to this will be included on the source list. Telephone inquiries will not be accepted. FORMAT: Responses to this Sources Sought shall not exceed 10 pages, including cover letter and contact information. Subject response must contain: (1) Capability, (2) Depth and breadth of experience, (3) Years of experience working with federal facilities and (4) Company size and type category i.e,Large business, woman owned, 8(a), Veteran Owned Small Business (VOSB), Hubzone, etc..
