Description The National Institutes of Health (NIH), National Cancer Institute (NCI), Laboratory of Experimental Carcinogenesis (LEC) intends to procure on a sole-source basis with Applied Biosystems (AB), 850 Lincoln Center Dr. Foster City, CA 94404 for a service and maintenance agreement for Government owned Applied Biosystems instruments: (1) AB 3130XL Genetic Analyzer s/n 17214-015, (2) AB 3130XL Genetic Analyzer s/n 1202-033, and (3) AB 3730XL Genetic Analyzer s/n 16111-010). This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System code is 811219 and the business size standard is $19.0 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for 8 months, for the dates 06/16/11 through 04/15/2012. Laboratory of Experimental Carcinogenesis (LEC) supports an integrated research program designed to elucidate the cellular, genetic, and molecular changes associated with both experimentally induced carcinogenesis and human cancer; define the molecular mechanisms involved; and, delineate pathways that may provide novel targets for cancer treatment and prevention. Studies are performed in experimental animals (i.e., transgenic and knockout mouse models), in cell culture, and in tissue and cells obtained from patients. The AB Genetic Analyzers generate accurate results, rapidly and efficiently by reading up to 750 base pairs with 95% accuracy. The contractor shall provide: one (1) preventative maintenance inspection, technically qualified factory-trained personnel to perform service, parts, labor and travel for remedial repair, guaranteed priority response time of 2 business days after receipt of a service call, priority telephone and email access to instrument technical support, telephone and email access to application technical support, notification to customer of instrument failures or errors that are reported by AB's Smart Services monitoring software. The Applied Biosystems Genetic Analyzer service and maintenance agreement can be solely provided by Applied Biosystems. Only AB certified service engineers, who are employees of the company and are trained in all aspects of service to the AB Genetic Analyzer system, are authorized to service the equipment. The service agreement of the AB Genetic Analyzers and all their corresponding parts are only guaranteed if serviced by AB engineers. This equipment is required for the continuation of ongoing studies. Use of any other service agreements on these instruments would void support of the equipment by AB. For these reasons, there is no other source known to the NCI capable of performing the maintenance needed on the instruments referenced in this procurement. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisition at the above address on or before 11:00 AM EST on June 01, 2011. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI contracting office to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
