- Description
- 1. L-Band Space Experiment Technology Development. This is an announcement that the United States Air Force (USAF), Air Force Research Laboratory (AFRL) intends to issue/award a sole source contract to Lockheed Martin Corporation Newtown, PA for the purpose of tasking the contractor to develop a low cost light weight L-Band phased array with a distributed power subsystem for experimental flight test in Low Earth Orbit (LEO). The flight experimentation is to address fundamental risk issues of the array architecture, materials, and components in a combined-effects environment of space, to mature the array technology to TRL 6 or greater. The space flight test of the L-Band phased array mentioned previously is a continuation of the R &D of this technology and is expected to deploy through the Space Experiments Review Board (SERB) process. The Air Force will task contractor personnel to develop the L-Band array hardware to integrate with the SERB bus and operate all equipment required to test and evaluate the array upon deployment to LEO. 2. The estimated value of this work is $3.4M. Contractor responsibilities include the design, development, fabrication, assembly, and integration of a four tile L-Band phased array and distributed power subsystem to be deployed to LEO. The L-Band phased array experimental hardware will also include sensor systems and telemetry capabilities to evaluate the array performance and overall physical condition throughout the duration of the one year flight experiment period. 3. Vendors who are capable of providing the services stated above shall fully identify their interest and submit, in writing, information documenting their qualifications and capabilities to meet the requirements stated above within 15 days after publication of this synopsis. Responses must be submitted to Paul Smith, Contracting Officer, via email at Paul.Smith@wpafb.af.mil. Responses received after 15 days or without the required information will be considered non-responsive to the synopsis and will not be considered. The proposed contract action is for services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, any proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contractual action based upon responses received to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
