Description
The US Army Corps of Engineers, Walla Walla District is seeking small business sources for a construction project entitled: Mill Creek Low Flow Channel Prototype Sill Modification. The work is located at the Mill Creek Dam in Walla Walla County, Washington. This will be a firm-fixed-price construction contract. Construction magnitude is between $100,000 and $250,000. 100% performance and payment bonds will be required. The North American Industry Classification System (NAICS) code for this project is 237990 and the associated small business size standard is $33,500,000. This sources-sought announcement is a tool to identify concerns with the capability to accomplish the work. This is not a solicitation. Only those firms who respond to this announcement by submitting the following information will be used in determining whether to set aside this requirement. Please submit- 1) A list of current or past projects demonstrating technical experience with work of a similar nature. For each project submitted, provide a brief narrative statement of the work involved, your firm's role in the project, the dollar value and the completion date. 2) A reference list (Customer/Client name, title, phone number, email address) for each of the projects submitted in #1 above. 3) A statement of your firm's bonding capacity. 4) A statement of your firm's business size and type (i.e. HUBZone, Service Disabled Veteran Owned, 8(a), woman-owned small business). 5) Cage Code and DUNS number. Your response to this notice must be received on or before 3:00PM on May 27, 2011. Summary Scope of Work- Channel stabilizing sills currently exist with the federal reach of Mill Creek from the Diversion Dam to 5 sills downstream from the Division Structure. To satisfy fish passage requirements, the sills require modification. Therefore, this requirement is for a prototype modification of 4 sills near the middle of the reach from Diversion to Division (identified as sills 93 - 96). These sills shall be modified by cutting approximately 21 feet out of the existing 110 foot sill at approximately the center of channel and the left bank. A two drop fishway shall be installed at sills 94 through 96 (total of 3) and a single drop notch shall be installed at sill 93. To perform these modifications, approximately 2/3 of the width of the channel shall be dewatered from sill 97 to sill 92 (approximately 316 feet). An upstream cofferdam shall be installed and it is likely a pipe will be required to transport water around the work area. A sump pump will also be required to dewater the pools and any inflowing groundwater and fish recovery shall be necessary during dewatering. The fishway shall be a reinforced concrete structure with two weirs with internal dimensions of 20 feet x 11 feet x 5 feet with 6 to 8 inch walls and floor-thereby extending approximately 6 feet upstream of the existing 6 foot long sills (in stream wise direction). The notch shall be a reinforced concrete structure with internal dimensions of 20 feet x 6 feet x 1.5 feet with 6 to 8 inch walls and floor with a single weir and a floor that extends the full stream wise length of the sill. Both structures shall be a graded, compacted bed using outside material to provide precise elevation control for the structures. For scour protection, both structures require approximately a 3 to 5 foot concrete wall extending vertically down from the downstream end of the structures. The fishway will also require a shorter wall for scour protection on the upstream end. Both structures will need to be joined to the existing structure using grout or an alternative method. A 22 foot wide by 0.5 to 1 foot deep low flow channel shall be excavated for approximately 30 to 40 feet upstream from each of the 4 sills that are modified. This will amount to approximately 34 yards of material. It is unclear at this time whether the material will need to be removed from the channel or whether it may be repositioned within the scour hole of the next upstream sill. Access to the work area will be from the south levee. Approximately a two month in water work window can be used in late summer.
