Description
Description: The U.S. Army, on behalf of the Project Manager for Maneuver Ammunition Systems is seeking to identify potential sources who have the capability to provide comprehensive program management support services for current and future small, medium and large caliber ammunition programs and armament systems. The following potential tasks are being provided as part of the market survey to ascertain capability of interested parties to meet the requirements of this effort: Program Management support provided shall consist of performance of the following duties as described: * Technical representative at LCAAP to provide real time analysis, oversight and reporting on major plant functions (including production, quality, maintenance, training and management) and key events such as critical failures for Enhanced Lethality, Green Ammunition, primers, Malfunction Investigations. Perform independent evaluations of technical or process problems impacting delivery of small caliber ammunition or in process components. Participate in root cause analyses, provide recommendations, follow-up implementation of corrective actions and coordinate data. Analyze process and equipment improvement needs and opportunities to improve product quality and/or expand industrial capacity to meet funded or forecasted delivery requirements. * Assist in the technical development of draft Joint Capabilities Integration and Development System (JCIDS) compliant Capabilities Development Documents (CDD) and Capabilities Production Documents (CPD) and associated documentation for the improvement of Small Arms caliber ammunition, grenade munitions, and non-lethal munitions: 5.56mm family of ammunition; 7.62mm family of ammunition; 9mm family of ammunition; 12.7 family of ammunition; 12 /20 gauge family of ammunition. * Provide liaison assistance and support with the management of small arms ammunition development, production and fielding and provide small arms ammunition expertise to address technical challenges and deficiencies.. * Provide direct coordination, documentation support, and user representation augmentation with all agencies at the U.S. Army Maneuver Center of Excellence, Fort Benning, GA. Associated documentation may include Engineering Change Proposals, Analysis of Alternatives (AOA), Basis of Issue (BOI), Doctrine and Tactics, Training, Leader Development, Materials, Personnel, and Facility (DOTLOMPF) assessments, Material Concept (MC), and Operational Concept (OC). Additional interface will also include, but not be limited to, the Program Executive Officer Ammunitions, Joint Service Small Arms Program, Program Manager Soldier Weapons, ARDEC, USAMCOE Directorate of Training (DOT), TRADOC System Manager Soldier (TSM-S), Dismounted Battlespace Battle Laboratory, and all other related agencies and staff at Fort Benning, GA. Address requirements, integration, technical and logistics issues. Security Clearance:The on-site representatives will need a current secret security clearance. Planned Acquisition:The Government is seeking interested sources to fulfill FY13-17requirements. The work will be performed at the following locations: Project Manager, Maneuver Ammunition Systems, Picatinny Arsenal, NJ; Lake City Army Ammunition Plant, (LCAAP), Independence, MO; and Fort Benning, GA. This shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited.
