- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number FCCRFQ1100000TC1 is issued as a request for quotation (RFQ). This procurement is being conducted under simplified acquisition procedures in FAR Part 13. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-50. This RFQ is issued as an unrestricted full and open RFQ under NAICS code 517110. The size standard is 1,500 employees. The following contract line items (CLIN) are included in this RFQ: The contractor shall provide the following: Requirements The contractor shall provide seven (7) channelized T1/ISDN PRI circuits used for videoconferencing, remote dial-in access and local in-bound/out-bound voice services with various service/features including ISDN/ ISDN BRI/analog/DID service, calling features (i.e., call forwarding, caller ID, 3-way calling, etc.) directory listings, PBX tucking and rotary access lines/hunt grouping. The contractor is responsible for troubleshooting and maintaining the operation of the circuit up to its termination point. Long distance services will be provided under the Sprint Federal Technology Services (FTS2001) contract. Detailed circuit configurations, features and services are listed below. The contractor shall include price estimates for local government fees & taxes (i.e., emergency 911 surcharges, federal tax, and state tax and Pennsylvania telecom relay surcharges) surcharges & fees (i.e., interstate access surcharges and federal universal service fund (FSUF) fees) and any other miscellaneous fees or charges. Provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition with the following addenda: The vendor shall price all items in the table above and provide an annual price. As Government fees and taxes may vary, this is the only item that should be an estimated not to exceed price. All other items shall be fixed price. The vendor shall provide a monthly price that can be rolled up into a 12 month annual price. Award will be made to the low bidder based on prices submitted for the quantities above. Quotes shall be submitted to: eproposals@FCC.Gov 2. Vendors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with their quotations. 3. Clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition with no addendum. 4. Clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition and the following additional FAR clauses cited in the clause are applicable to the acquisition: 52.222-3, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-40, 52.225-3, 52.225-13, and 52.232-33. 5. The offeror shall submit invoices in accordance with the FCC invoice procedures below: INVOICES NOTE: *Invoices may be submitted via email to: FO-Einvoices@fcc.gov. In addition, copies of the emailed invoices shall also be sent to the CO and COTR. Only one emailed copy is required.
