Description
SOURCES SOUGHT SYNOPSIS (Not a Notice of Solicitation) The United States Air Force, Wright-Patterson AFB, Ohio is seeking potential sources to provide a service contract for a one-time repair of a DSI-1119 XC-5 CP/MAS Probe for our 500 MHz Tecmag NMR spectrometer. This service contract consists of replacement of a Doty Scientific manufactured stator and sample coil; cleaning and polishing optical spin detector; adjustment and testing of tuning; repositioning of ground wires to address problem with VT/RF interaction; and full spin and RF power testing. The Contract Line Item will be firm-fixed price. Firms responding should be able to replace the stator and sample coil, fix optical spin detector, reposition ground wires to resolve interference problems between the variable temperature sensor and the RF coil, and complete a full testing of a Doty XC-5 CP/MAS NMR probe. Firms responding should demonstrate technical compliance by having an established performance record in the repair of DOTY XC-5 probes and have equipment to test for spinning performance, variable temperature performance and interference between the temperature sensor and the RF coil. When submitting your capabilities package, please state whether or not you can meet this requirement and whether or not you take exception to any of the specifications. If you believe you can meet this requirement but take exception to any of the items listed above, please state these in your capabilities package with a brief description of why. Additionally, sales history including recent commercial companies serviced should be included to determine commerciality. The Air Force anticipates awarding a sole source contract for this requirement. The proposed sole source is Doty Scientific, Inc., 700 Clemson Road, Columbia, SC 29229. Firms responding should indicate whether they are a large or small business. If a small business, please specify the type (e.g. SDVOSB, HUBZone, 8(a), SDB, WOSB, VOSB, etc.). The general definition of a small business is one that is independently owned and operated, is not dominant in the field of operation in which it is proposing on Air Force contracts and with its affiliates; and the average annual receipts does not exceed $19.0 Million. NAICS Code to be used for this acquisition is 811219 "Other Electronic and Precision Equipment Repair and Maintenance". The Air Force reserves the right to consider a set-aside based upon responses hereto for any subsequent acquisition. Respondents are further requested to indicate their status as a Foreign-owned/Foreign-controlled firm and any contemplated use of foreign national employees on this effort. Any information submitted by respondents to this sources sought synopsis is voluntary. The Air Force does not intend to award a contract on the basis of this notice or to otherwise pay for the information solicited. Respondents should not construe this synopsis as a commitment by the Air Force for any purpose. Respondents will not individually be notified of the results of any government assessments. The Government's evaluation of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a full and open competition or as a set-aside for small businesses, or any particular small business designation (e.g. SDVOSB, HUBZone, 8(a), SDB, WOSB, VOSB, etc.).
