Description
The United States Marine Corps Program Manager, Advanced Amphibious Assault (PM AAA) is conducting a sources sought of potential sources that can provide Technology Integration Demonstrator(TID) services for amphibious vehicles. Potential sources would provide engineering analysis, integration of components and subsystems onto Government provided amphibious vehicles, and test/evaluation of integrated components and subsystems. PM AAA is interested in obtaining information about the capabilities of business (large and small) that have the management, technical and staffing capabilities and facilities to: Perform engineering analysis of how potential amphibious vehicle modifications (e.g. hull power, drive line, propulsion, weapon station, digital architecture, Command Control, Communications, Computers and Intelligence (C4I), and habitability) will affect amphibious vehicle performance; Perform trade studies of potential amphibious vehicle modifications that will identify which potential modifications will yield improved performance above existing amphibious capabilities; Integrate Government approved vehicle modifications into Government furnished amphibious vehicle to support evaluation and testing of proposed modifications; Evaluate and Test the effects of components and subsystems modifications to existing amphibious vehicles; Evaluate and Test the effects of hull structure modifications; Conduct testing of military amphibious vehicle modification and mobility (land and water operations), firepower and habitability; Analyze, Assess, and Report results of performance test data, and Provide recommendations for improving the requirements, components, and/or systems. Capability Statement/Information Sought: Sources that have the capability to provide the TID services addressed herein are requested to submit a tailored capability statement at No Cost to the Government. Capability statements shall not exceed 20 single-sided 8 ½ x 11 pages (including all attachments, charts, etc.), presented in single-space and using a 12-point font size minimum that provides the following information: (1) Company Name, address, and point of contact. (2) Company Size, NAICS business classification and Small Business Administration business classification [e.g. HUB Zone, small, small disadvantaged small woman-owned, large business]. (3) Key information on your company ™s management, technical, and staffing capabilities, and facilities to meet the above TID services. (4) High-level technical approach to stand-up and perform the type of services described herein. (5) Examples of successful delivery of similar technology demonstrators (please identify if past experience was cost reimbursement or fixed price contracts). (6) Estimated time required to develop and submit a 50 page technical proposal. This RFI does not represent a contract, a promise to contact or a commitment of any kind on the part of the PM AAA. It is emphasized that this information is for planning and information purposes only in accordance with FAR 52-215-3 and is NOT to be construed as a commitment by the Government to enter into a contractual agreement, nor will the Government pay for information received in response to this Sources Sought Notice. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization ™s qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Submitted documents will not be returned. All proprietary and restricted information shall be clearly marked. Information Submission Instructions: Written response shall be emailed to the attention of Mr. Richard Boissonniere at boissonnierear@efv.usmc.mil with following email subject reference: TID. All responses must be received by the specified due date no later than 5:00 PM EST on 01 June 2011 in order to be considered. ANY RESPONSES RECEIVED AFTER THAT DATE AND TIME WILL NOT BE CONSIDERED.
