Description
DESCRIPTION: The U.S. Army Contracting Command, Picatinny Arsenal, NJ, on behalf of the Office of the Project Manager for Maneuver Ammunition Systems (PM-MAS), located at Picatinny Arsenal, NJ, is seeking potential sources with the capability to perform services and build prototypes related to Non Recurring Engineering, Research and Development, and/or Testing of 40mm ammunition. Efforts may include, but are not limited to: fabrication and assembly of standard 40mm legacy ammunition and components for comparison testing, modifications to 40mm legacy ammunition and components,, fabrication and assembly of new 40mm ammunition and components, loading propellant and explosives, testing propellant and explosives, tool design, equipment design, and firing 40mm ammunition (both high velocity and low velocity). SPECIFICATIONS: 40mm ammunition and/or components shall be manufactured to Government owned Technical Data Packages, drawings, and specifications, which will likely be Distribution Statements D (distribution authorized to the Department of Defense and U.S. DoD contractors only), F (further dissemination only as directed by PM-MAS or higher DoD authority), and/or X (distribution authorized to U.S. Government Agencies and private individuals or enterprises eligible to obtain export-controlled technical data). All design changes resulting from these efforts will be Government owned. As such, it is also contemplated that this action may be limited to the National Technology and Industrial Base (NTIB). PLANNED ACQUISITION: The Government is seeking interested sources to fulfill FY13-17 requirements. The Government anticipates making one or more Indefinite Delivery/Indefinite Quantity (IDIQ) contract awards in FY13. SUBMISSION INFORMATION: THIS IS NOT A SOLICITATION AND DOES NOT OBLIGATE THE GOVERNMENT TO ISSUE A SOLICITATION. This is a market survey for planning purposes only. Please be advised that the Government will not pay for any information submitted under this announcement. Participation in this effort is strictly voluntary. Please identify any proprietary information submitted. The Government intends to utilize the information received only to develop the acquisition strategy for future requirements. Any of the information stated above is subject to change. If a formal solicitation is generated at a later date, a separate solicitation notice will be published. Respondents will not be notified of the results of this survey or results of information submitted. Electronic submittals are required. Any responsible and interested sources shall respond by providing the Government the following information pertaining to their qualifications and capabilities: (1) A brief summary of the companys capabilities, organizations, description of facilities, equipment, manufacturing process, inspection capability, testing capabilities, skills, and personnel (2) Name of company and CAGE Code; (3) Point of Contacts name, telephone number and E-mail address; (4) Company address; (5) Business size information; and (6) A brief summary of possible partnering/teaming arrangements. Respondents must demonstrate that they have the capability and necessary facilities for producing test quantities of modified 40mm cartridges and are staffed with both 40mm production experts and development experts. Respondents must also demonstrate the ability to ballistically test the cartridges. The respondents must possess the requisite production and development expertise. If a respondent does not have these resources (technical, manufacturing, personnel, facilities etc.) available, then it must demonstrate its ability to obtain them in a reasonable time period. All potential producers interested in this opportunity must be registered in the Central Contractor Registration (CCR) Database. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must also meet the same criteria as the prime contractor. Submittal of information is requested via electronic mail only. Interested companies should submit their qualifications and capabilities within 30 days of this notice to the Contract Specialist, Mr. Gene Spillane, Gene.Spillane@us.army.mil. Please identify 40mm Ammunition IDIQ Market Survey Response in the subject of the Email transmission. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited.
