Description
The United States Environmental Protection Agency (EPA), Office of Air and Radiation (OAR), Office of Transportation and Air Quality (OTAQ), seeks a contractor for support of the analysis and modeling of mobile source greenhouse gas emissions and development of control methods. Under the Clean Air Act (CAA), OTAQ has a responsibility to set emission standards for on-and-off highway motor vehicles/engines and assure compliance with such standards; characterize emissions and fuel consumption characteristics of current and prototype on-and off-highway motor vehicles and motor vehicle engines; and to assess the cost of current or potential future motor vehicle emission control systems. Additional OTAQ responsibilities include regulating motor vehicle fuels and fuel additives (F/FA); assessing emissions characteristics of current and/or potential future motor vehicle F/FA; encouraging the use of clean fuel vehicles; and furthering the implementation of programs and technology aimed at reducing mobile source emissions and fuel consumption. The objective of this solicitation is to support OTAQ's effort by analyzing mobile greenhouse gas emissions and developing control methods. Services to be performed include the following tasks as described in the draft Performance Work Statement (PWS), which can be found at the EPA website, http://www.epa.gov/oam/cinn_cmd/: 1.Fuels/Energy Analysis2.Light and Heavy-Duty Vehicles Analysis3.Non-road Engines and Equipment Analysis4.Marine Vessels Analysis5.Locomotive Activity Analysis6.Aircraft Analysis7.Air Toxics and Criteria Pollutants Analysis8.General Rulemaking Support9.Statistical Analysis and Information Collection Request Development Support10.Training11.Peer Reviews and Expert Elicitation Support12.Technical and Administrative Support for Workshops, Seminars, Meetings, and Public Hearings13.Graphical Information Systems (GIS) Support14.Literature Review and Analysis The successful contractor of any resultant contract will be expected to provide all necessary labor, materials, and facilities in support of the efforts delineated by the Performance Work Statement.
