- THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS "SOURCES SOUGHT" ANNOUNCEMENT. ANY RESPONSE TO THIS SOURCES SOUGHT WILL BE USED BY THE GOVERNMENT AS MARKET RESEARCH, FOR INFORMATIONAL PURPOSES AND TO MAKE APPROPRIATE ACQUISITION DECISIONS. BACKGROUND The General Services Administration, Heating Operation and Transmission District (HOTD), a district energy system, currently supplies steam and chilled water to over 100 federal buildings in the District of Columbia. These are used for comfort climate control and domestic hot water as well as some industrial processes. These services are a critical part of the customers' daily operation. The chilled water and steam usage is measured at customer sites by a network of meters. The accuracy and reliability of the metering system is of utmost importance for the purpose of billing and monitoring consumption profiles at customer sites and within Central Heating & Refrigeration Plant. In order that HOTD may continue to safely and accurately meter the steam and chilled water that it provides to customer buildings, routine and periodic onsite calibration and certification of these meters are required. The General Services Administration, Heating Operation and Transmission District is conducting market research to see if there are any qualified vendors in the market who can provide calibration services of Yokogawa inline and insertion mounted type vortex meters as needed. Description of work - Provide a field service representative to accompany meter technicians from HOTD to various customer sites and also within Central Heating Plant for certification and calibration tests on existing Yokogawa inline and insertion mounted type vortex steam flow meters. - Ascertain if the existing meter installation and piping configuration is such that it will provide maximize accuracy. - Provide a field service representative who can service the meters as specified by HOTD meter technicians, and do so according to industry standards for existing meter type. - Provide a field service representative to provide training to the HOTD meter technicians as required on basic programming and troubleshooting of Yokogawa insertion vortex meters. - Must have a thorough u nderstanding of the requirement for ultimate security of information produced by these services - Capable of checking meter operations under flow conditions and zero flow conditions with meter pressurized. THIS SOURCES SOUGHT, SHALL NOT BE CONSTRUED AS A FORMAL SOLICITATION. INFORMATION IS TO BE PROVIDED ON A VOLUNTARY BASIS. THE GOVERNMENT IS NOT LIABLE FOR ANY DIRECT OR INDIRECT COSTS INCURRED BY THE VENDOR IN PREPARING OR SUBMITTING THIS VOLUNTARY INFORMATION. Contractors who feel they can provide the GSA Heating Operation & Transmission District's Central Heating and Refrigeration Plant with the above services are invited to submit in writing an affirmative response which includes the following information: 1) What is the name of your business? 2) What is your POC's name, telephone number, e-mail address, and business address? 3) Is your firm a large business, small business, a certified 8(a) small business, certified HUBZone business, Small Disadvantaged Business, Veteran, Woman, and/or Minority Owned Business and/or Service Disabled Veteran Owned Small Business concern according to NAICS 334515? 4) Does your business currently have knowledge of calibrating Yokogawa inline and insertion mounted type vortex steam flow meters. If so, please provide actual examples and/or descriptions of your experience. 5) Is your business eligible to perform the tasks as described in this document? 6) Does your business have qualified personnel to work on Yokogawa meters?
