- The Naval Surface Warfare Center, Carderock Division, Philadelphia intends to procure on a sole source basis from Cepeda Associates of Louisville, KY engineering and technical services in support of atmosphere control equipment including the Mk IV D CO-H2 Burner, Mk IV E CO-H2 Burner, Mk V CO-H2 Burner, Mk III B CO2 Scrubber, Mk IV CO2 Scrubber, Air Dehydrators, CO2 Canister Receptacle and their respective simulators used to support training installed aboard various classes of submarine and training facilities located throughout the United States. As the original equipment manufacturer, Cepeda Associates is the only known firm with specialized knowledge and technical expertise and data capable of furnishing the necessary services. Contract period consist of a 12 month base period and 4, twelve month options. An Indefinite Delivery/Indefinite Quantity, Cost-Plus-Fixed-Fee type contract is anticipated. The Government will not pay for any information received. The North American Industry Classification System (NAICS) Code is 541330. The authority permitting other than full and open competition is 10 USC 2304 (c)(1). The proposed contract action is for services and/or supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received prior to the closing date will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based upon market research, the Government is not using the policies contained in FAR Part 12, Commercial Items, in its solicitation for the described supplies or services. However, interested parties may identify to the contracting officer their interest and capability to satisfy the Government ™s requirements with a commercial item within 15 days of this notice.
