Description
RFP PBGC01-RP-11-0008 Amendment 01 The Pension Benefit Guaranty Corporation (PBGC), a United States Government corporation and agency of the United States was created under Title IV of the Employee Retirement Income Security Act (ERISA) to administer the federal pension insurance programs and enforce compliance with the provisions of Title IV. The Pension Benefit Guaranty Corporation has a requirement for an externally hosted, web-based system in support of the PBGC's Corporate Investments Department (CID). This is a new requirement; therefore this is not an incumbent. The system capabilities and tasks to be performed under this Full & Open Competition requirement includes, but are not limited to a web-based enabled system that is secure, reliable, flexible, and easy-to-use. It must provide the capability to measure, report, and manage absolute investment risk (e.g., standard deviation, value-at-risk, et al) and relative investment risk (e.g., beta, tracking risk, et al) of the entire PBGC investment program and its various components including, but not limited to, asset classes, portfolios, and investment securities. The IRMS must relate investment risk to corresponding investment returns and report risk-adjusted investment performance and various statistical measures commonly used to characterize such performance. It must also have look-through capability to determine and report total exposure to a security, group of securities, industry, country, currency, or other common factor, and properly account for fixed income, public equities, and private market assets. The NAICS code designated for this requirement is: 541519. Other Computer Related Services with a Small Business Size Standard: $25,000,000.00. This requirement will be unrestricted as to business size (i.e., open to BOTH large and small businesses). If you are a large business and your proposal will exceed $650,000, you will be required to submit a subcontracting plan with specified goals for small business (SB), historically underutilized business zone (HUBZone), small disadvantaged business (SDB), woman-owned small business (WOSB), veteran-owned small business (VOSB), and service disabled veteran-owned small business (SDVOSB) concerns. For the purposes of this procurement, a concern is considered a small business if its average annual gross revenue, taken for the last 3 fiscal years, does not exceed $25,000,000.00. The resultant contract from solicitation is anticipated to be of a single award, Firm Fixed Price (FFP)/Labor Hour (LH) hybrid type contract. The contract will be awarded in accordance with FAR Part 15. In order to be eligible for award, all responsible sources must be registered in the Central Contractor Registration (CCR) database. Contractors can register online at the website, www.ccr.gov. The prospective solicitation and any amendments will be available through the Federal Business Opportunities (FBO) website, www.fbo.gov. PBGC hosted a Pre-Solicitation Conference on March 3, 2011 in support of requirement. Information and slides pertaining to event are found as attachments under this posting. The anticipated award date is on or about November 18, 2011. Interested parties are responsible for monitoring the FBO website to ensure that the most up to date information is accessed. Paper copies of the solicitation and any amendments will not be distributed. The issued solicitation, identifies a question and answer period, along with detail instructions.
