Description
STATEMENT OF CLARIFICATION DATED 5/19/11 PLEASE NOTE: A STATEMENT OF CLARIFICATION IS ATTACHED. ADDITIONAL TECHNICAL DATA IS TO BE RELEASED BY ON OR BEFORE MAY 24, 2011. A ROUND FOR QUESTIONS WILL BE OPEN THROUGH MAY 31, 2011. PLEASE SEND ALL QUESTIONS TO: bdor@loc.gov ANSWERS TO THESE QUESTIONS WILL BE POSTED TO THIS SITE AROUND JUNE 6,2011. A FURTHER EXTENSION FOR RFP SUBMISSION IS HEREBY GRANTED THROUGH JUNE 15,2011 at 7:00 AM. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. (I) This solicitation is issued as a request for proposal (RFP). (II) This procurement is unrestricted and open to all sources. The associated NAICS code is 541519. (III) Description of requirements is as follows: The Library of Congress, Copyright Office, Copyright Licensing Division has a requirement to reengineer its Royalty Fee Management System. Copyright desires a commercial-off-the-shelf (COTS) solution to: •- Provide more timely processing of royalty Statements of Account (SOAs); •- Enable the division to better manage its royalty investment accounts; •- Make SOA and other records available for public inspection more quickly; •- Better control costs for those who participate in the statutory licensing system; and •- Improve the work lives and job satisfaction of its staff. This requirement is part of an overall business process reengineering effort. The solution must provide the capability to automate the reengineered processes, provide a platform for managing the business rules, and offer a robust capability to change business processes/rules to meet future legal legislative, policy, and regulation changes. The ideal COTS solution will facilitate development of an easy-to-use, web-based solution that is capable of supporting complex business rules and workflows with supporting document artifacts and integration with other systems. (IV) FAR 52.212-1, Instructions to Offerors -- Commercial Items (Jun 2008) Quotations should include a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents such as descriptive literature that includes warranty, training, software updates and customer support information. (V) FAR 52.212-2 Evaluation - Commercial Items (JAN 1999), applies to this acquisition. The Government will award a contract resulting from the this solicitation to teh responsible offere whose offer conforming to the soliciation will be most advantageous to the Government, price and other factors considered. (VI) The Government intends to award a firm-fixed-price order resulting from this solicitation with a one year base period and four one-year option periods. (VII) The Library is hosting an Industry Day to answer vendor questions prior to the closing date of the solicitation.
