- This pre-solicitation notice is for notification purposes only. Do not submit any information in response to this pre-solicitation notice. Official questions will be taken after the solicitation has been posted on www.fedbizopps.gov website. If a Request For Proposal document is issued, all responsible sources may submit a proposal and all proposals submitted shall be considered. The Government is contemplating issuing a Request For Proposal (RFP) solicitation, with an anticipated release date of approximately May 31, 2010 and a closing date thirty (30) days after release of the RFP. The proposed contract period is anticipated to be for one 12 month base period and four 12 month option periods. The Department of the Treasury, IRS Office of Treasury Procurement Services (OTPS), is contemplating issuing a RFP for Sanctions Support and Threat Financial Analysis. Under any potential resultant contract, the prospective contractor would be required to provide expert sanctions support services to assist the Office of Terrorism and Financial Intelligence (TFI) and Treasury sanctions programs and initiatives. Treasury requirements are summarized in the following categories: •Sanctions Investigation Support •Sanctions Enforcement Support •Transaction Licensing Support •Sanctions Compliance and Evaluation Support •Financial Community Outreach Support •Sanctions Policy Support •Freedom of Information Act Request Processing More specifically, Treasury’s overarching requirements for this contract include: •researching, analyzing, and documenting of complex financial, trade, and other business activities; •assisting with the development of extensive administrative records documenting the basis for designation as a Specially Designated National; •support for investigations of possible violations of the sanctions programs administered by the Office of Foreign Assets Control (OFAC); •recommending appropriate action in response to such apparent violations; and •supporting the creation of draft financial regulations relevant to the financial sanctions program. The requirements are not limited to providing support services to TFI but will be available to other Treasury Offices and/or Bureaus. TFI will provide the technical direction for all work and services performed under any potential resultant contract award. The goal of such procurement effort is to award multiple IDIQ contracts under a single solicitation that will reduce the overall cost of the operations and reduce contract administration costs, while improving on customer service. Type of Competition and Eligibility: Any resultant solicitation from this notice will be a Full and Open competition with a Partial Small Business Set-aside. The NAICS Code for any resultant solicitation will be 541611, which has a size standard of $7 million. Contractors must be registered in the Central Contractor's Registration (CCR) before contract award. Type of Contract: Treasury contemplates entering into an Indefinite Delivery Indefinite Quantity (IDIQ) type contract with firm fixed price, time and materials and labor hours contract CLINS.
