Description
Specifications, plans, or drawings relating to the procurement described are available and can be furnished by the Government at www.dscr.dla.mil/tdmd (all lower case) The FOB point is Destination, Inspection and Acceptance is Origin. Business size is restricted to 100% Small Business Set-Aside Businesses. Full and Open Competition after exclusion of sources. Solicitation is for a definite quantity contract or contracts for a quantity of 15,000 each. Delivery: 167 days for production. There is a Government First Article Test (FAT) required the required delivery is 90 days, there is 60 days for testing and evaluation of the Government FAT, Production Lot Testing (PLT) is required the testing and evaluation of the PLT is 30 days after contractor notifies NATICK they are ready for the PLT inspection, for a total requested delivery of 347 days to include all testing requirements. There is also a packing and rigging certification for this item. Export Control is required, to apply for certifications complete DD FORM 2345, "Military Critical Technical Data Agreement." Automated Best Value System (AVBS) applies. The government reserves the right to award one or multiple contracts under this solicitation to fulfill its requirement of 15,000 parachutes. The solicitation issue date is June 03, 2011 and the closing date is July 05, 2011. A copy of the solicitation will be available via the DLA Business Systems Modernization DLA Internet bid board system (DIBBS) at http://www.dibbs.bsm.dla.mil, The DLA-BSM Internet Bid Board System (DIBBS) is a web-based application that provides the capability to search for, view, and submit secure quotes on Requests For Quotations (RFQs) for items of supply included in the DLA Business System Modernization (BSM) Program. DIBBS also allows users to search and view Request For Proposals (RFPs), Invitations For Bid (IFBs), Awards and other procurement information related to BSM.
