Description
THIS IS A 100% SET ASIDE FOR SERVICE-DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) CONCERNS. Firms responding to this announcement must be registered and verified as a SDVOSB at http://vip.vetbiz.gov in accordance with VAAR 804.1102. The NAICS code for this project is 236220 - Commercial and Institutional Building Construction Contractors, and the small business size standard is $33.5 million. The magnitude of this VA construction project is estimated to be between $100,000 and $250,000. Period of Performance will be approximately 120 calendar days after issuance of Notice to Proceed. Interested parties shall ensure current Licensing, and have current registration in the Central Contractor Registration (CCR) database at http://ccr.gov and VetBiz Information pages (VIP) at http://vip.vetbiz.gov, as well as have submitted the current VETS-100 report at http://www.dol.gov/vets/program/fcp/main.htm. In addition, current Representation and Certifications must be filed via the Online Representation and Certifications Application (ORCA) at https://orca.bpn.gov. The Department of Veterans Affairs Medical Center, Wilkes-Barre, PA requires the correction of 9th Floor Deficiencies, under Project Number 154. The work to correct deficiencies will be conducted in the patient rooms on the 9th floor within a mental health environment of Building 1. The work mainly consists of Plumbing, Electrical, Carpentry and HVAC. Remove the wall thermostat from patient rooms and relocate them to a central location. Each room will need a temperature device to measure the room temperature. Approximately 15 thermostats will need to be relocated. Due to the nature of patient care in these rooms there shall be no wall mounted equipment permitted. The plumbing and fire protection work will be provided in conformance with VA Codes and Standards, the National Standard Plumbing Code, NFPA-13 Sprinklers, NFPA-99 Health Care Facilities, and as directed. Plumbing fixtures, equipment, and piping in the project areas will be disconnected and removed. Removed plumbing materials will not be reused. New plumbing fixtures and trim will be commercial/institutional grade and will comply with VA standards as applicable. The existing sinks in the patient bathroom and restroom in the TV area are to be replaced with a Single-Station Lavatory that has a hard wired sensor operated faucets. Approximately 17 Faucets will need to be changed. Add nurse call buttons station to patient rooms and bathrooms. All nurse call buttons will be mounted close to the floor level. All call buttons will be located directly under the existing call buttons. The contractor shall install shower doors in all of the patient rooms. The door shall be institutional grade and shall comply with VA standards. Due to the nature of patient care being provided in this work area, there cannot be sharp edges on any of the material and all material will be fastened with tamper proof fasteners. The contractor shall site verify all existing conditions details and dimensions of all sizes and any and all materials that will be need to complete the installation of all door. Remove locks on all of the windows in all of the patient rooms and cover the holes with a piece material that matches the existing window frame. Cover the bottom of the hand rail in the corridor -approximately 415 ft. The contractor shall provide all necessary labor, material, tools, supervision, equipment, permits, testing and reports in accordance with all federal, state and local codes and regulations. A pre-proposal conference and site visit will be held within two weeks after issuance of the solicitation. The exact date/time/location of the conference will be specified in the solicitation. The solicitation documents will be posted at the Federal Business Opportunities website (http://www.fbo.gov) on or about May 27, 2011. After December 31, 2011, all VOSBs, including SDVOSBs, must be listed as verified in the VIP database, and also must be registered in the CCR to be eligible to participate in order to receive new contract awards under this program.
