- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-51. The solicitation number is P11PS80607, and the solicitation is issued as a request for quotation (RFQ). This solicitation is a small business set aside. The NAICS code is 423910 with an associated small business size standard of 100 employees. It is the contractor's responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at http://www.acquisition.gov/far. This solicitation will result in an award of a firm, fixed-price contract. The National Park Service, Olympic National Park, has a Brand Name or Equal requirement to supply and deliver two each, "Lowe" Jon boat, 2011 model "1648MT," and two each, "Tahatsu" 20HP 4-stroke, 2-cylinder, electric start outboard motor, 2011 model "MFS20CEFL." The "Or Equal" means the boat and motor must be capable of meeting the key features listed below for the brand name or equal items as described below. If an "or equal" product is quoted, vendor shall provide manufacturer name, model number, and equivalent key features requested for each item. The non-name-brand items are listed separately. This solicitation is for supply and delivery only - no installation required. The boats and supply items shall be considered a complete package, and will be awarded on an all-or-nothing basis, meaning the boats and ALL supply items listed below must be delivered as one complete package by the required delivery date specified. BACKGROUND/USE OF BOAT: These boats are required for sediment monitoring on Lake Mills and Lake Aldwell as part of the Olympic National Parks, Elwha and Glines Canyon Dams removal project. The boats will carry equipment and personnel to survey movement of the sediment as the dams are removed. These vessels will stay in the reservoirs during the 3-year duration of the project and will be subjected to all weather conditions. DESCRIPTION FOR BRAND NAME OR EQUAL ITEMS: 1. Two each: Brand Name or Equal, 2011 model Jon boat "Lowe 1648MT." Key Features: 16-feet long by 4-feet wide (bottom width); and maximum person weight capacity of 500 pounds (no less than 500 pounds). Vendors shall specify length and width and load capacity (maximum person weight capacity) on quotes in order to be considered eligible for award. Boat #1 MUST be delivered to the park prior to June 1, 2011. Boat #2 must be delivered to the park prior to June 15, 2011. There will be NO exception to the delivery date and times available for making delivery. 2. Two each: Brand name or equal, "Tahatsu" 20HP outboard motor, 2011 model "MFS20CEFL." Vendors must specify the following key features of the motor on quotes in order to be considered eligible for award: 4-stroke, 2-cylinder, electric start, 20-inch shaft (no less than 2-inch shaft), Manual tilt, and 3-blade aluminum propeller. If an equivalent propeller is quoted that's not aluminum, vendor shall state type of material. DESCRIPTION FOR NON-BRAND NAME OR EQUAL ITEMS: NOTE: For items where a color choice is available, vendors shall state the color choices on quote for only in-stock items that are available for delivery with boat and motor by the specified delivery date. Because no back-orders will be accepted, by submitting quote for the following items, vendor is certifying all items are in-stock and available for delivery by the specified delivery date. 3. Tool kit for motor4. Personal Flotation Devices (life-jackets): 2 each, size Extra-Large. See note regarding colo5. Personal Flotation Devices (life-jackets): 2 each, size Large. 6. Oars, 7-1/2 foot: two pair (equal to four each).7. Battery: 2 each8. Battery box (weatherproof): 2 each.9. First Aid Kit (standard off-the-shelf for marine/boat use): 2 each.10. Mooring lines (3/8-inch by 15-foot): 2 each.11. Throw ropes (3/8-inch by 20-foot): 2 each.12. Water proof box for equipment (standard off-the-shelf, sufficient size to fit inside boat but does not need to be welded or attached to boat): 2 each.13. Hand bilge pump to get water out of boat: 2 each.14. Boat cover, to protect from rain during storage time when left on the water: 2 each.15. Boat Horn: 2 each16. Fire extinguisher (standard off-the-shelf for marine/boat use): 2 each. DISCOUNTS: Vendor shall state on quote if any single item or quantity discounts are available, including net payment term discounts. DELIVERY: Delivery is F.O.B. Destination for all items, to Olympic National Park, Attention: Susan Ferrel/Receiving, 600 East Park Avenue, Port Angeles, Washington 98362. Olympic National Park does not have a loading dock. Vendors shall be prepared to off-load all items themselves. Deliveries are accepted between 9am and 4pm, Monday through Thursday. DO NOT schedule delivery to arrive prior to 9am or after 4pm on Mondays through Thursday. Boat #1 MUST be delivered to the park prior to June 1, 2011. Boat #2 MUST be delivered to the park prior to June 15, 2011. There will be NO exception to the delivery date and times available for making delivery.
