Description
The Bureau of Reclamation, Acquisitions Operations Group, supporting the Technical Service Center, Denver, CO intends to negotiate on a sole source basis with MGS Engineering Consultants, 7326 Boston Harbor Road NE, Olympia, WA 98506-9766. The Bureau of Reclamation is currently seeking support for hydrologic work in preparation for modification to Friant Dam in Fresno County, California. The acquisition requires the contractor to modify the Stochastic Event Flood Model (SEFM) to add the capability of simulating upstream dam operations, modify SEFM to support Excel 2007, provide technical support to Reclamation personnel in the application of SEFM to the San Joaquin River, extend and update precipitation studies developed for the American River watershed to include the San Joaquin River watershed, provide technical support to Reclamation personnel in developing spatial and temporal precipitation templates for use in SEFM and revise the SEFM Users manual.Notice of Intent to Issue Sole Source Award MGS Engineering Consultants (MGS) possesses the unique capabilities and experience to provide the requirements for this acquisition. Over the past 10 years MGS has developed a Stochastic Event Flood Model (SEFM) capable of producing probabilistic flood hydrographs. Reclamation technical staff network with a large group of researchers in the field of Flood Hydrology and this is the only model of its kind known to exist. Dr. Melvin Schaefer, President of MGS, initially began development of SEFM when he was employed by the Washington Department of Ecology with assistance from Reclamation. Work has continued on the model with funding from Reclamation and the Corps of Engineers. The current project builds on work already completed by Dr. Schaefer. He is the only one with rights to all of the computer code for SEFM and he conducted the American River precipitation study that will be expanded for use on the San Joaquin River watershed where Friant Dam is located. In addition, he is currently applying SEFM to the watershed upstream from Friant Dam. Without SEFM and Dr. Schaefer's experience, the additional cost to the project would be prohibitive and would take an estimated four years to complete by other companies not familiar with the historical work. There would be significant duplication of costs and the required delivery date would not be meet. Competition is restricted to only one source per FAR 6.302-1. The period of performance is expected to begin June 6, 2011 and continue through December 31, 2011. This notice of intent is not a request for competitive proposals. However, capability statements received by 2:00 pm MDT June 3, 2011 will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
