Description
Please note the following questions have been answered by the Grantee: Q: The original Task 8, "Conduct an Assessment of US Sources of Supply", from the desk study (page 165 of the RFP document Exhibit IV - Proposed Schedule for the Study) is not included in the Terms of Reference. As a result, the Terms of Reference (Annex I, RFP document page 193) has only 9 Tasks as oppose to 10 listed in the desk study. Is this task (Original Task 8 on Page 165) required as part of the RFP response even though it is not included on the Terms of Reference? A: Yes, this work is still required. Task 8 in the budget "Conduct an Assessment of U.S. Sources of Supply" was actually rolled into the Final Report task of the Terms of Reference. The last paragraph of Task 9 in the Terms of Reference states: "The Final Report shall also include a comprehensive list of suppliers, including potential sources of U.S. equipment and services, relevant to the implementation of each component of the Project as outlined in the Study. The U.S. Suppliers list shall identify the capabilities, addresses and principal points of contact for each of the suppliers." As such, the Terms of Reference only shows 9 tasks, rather than 10, but the work was not eliminated. Q.: The Desk study (Exhibit III, page 163) indicate schedule and effort by individual experts. Can bidders deviate from these estimated efforts (as long as financials are not impacted) per their proposed methodology? A: This is a fixed price Study and the budget provided is a guide of what we estimate to be the level of effort required. You may alter these estimated efforts, but the fixed overall cost remains the same. You must ensure that the tasks can be successfully carried out as stated in the Terms of Reference.
