Description
ADDITIONAL CLAUSES FILE #1: BID SCHEDULE & REPS AND CERTS SCOPE OF WORK This combined Synopsis/Solicitation Notice for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice is being issued by the United States Army Corps of Engineers - Chicago District to inform interested contractors of the District's imminent issue of an Request for Proposals (RFP) to obtain Breakwater Fill Stone Material to be delivered to the Calumet Harbor Stone Dock located on the north side of the mouth of the Calumet River in Chicago, IL, and inside the Chicago Lock, as outlined in the Scope of Work. This announcement constitutes the only solicitation; price proposals are being requested and a written solicitation will not be issued. The solicitation number is W912P6-11-R-0015 and is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-23. The NAICS code for this requirement is 212319, with a small business size standard of 500 employees. Competition for this acquisition is UNRESTRICTED to Business Size. The provisions at 52.212.1, Instructions to Offerors-Commercial applies to this acquisition. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items with this offer. The clause 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition. The clause 52.212-5, Contract Terms and Conditions required to Implement Statues or Executive Orders-Commercial Items applies to this acquisition. The following clauses listed in 52.212-5(b) and (c) are included by reference: 5.222-21; 52.222-22; 52.222-23; 52.222-41; 52.225.3; and 52.232-34; 52.232-16. This acquisition also incorporates 52.217-5 Evaluation of Options, which states: "Except when it is determined in accordance with FAR 17.206(b) not to be in the Government's best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic equipment. Evaluation of options will not obligate the Government to exercise the option(s)." The additional applicable clauses are attached in the RFQ package contained herein. The contractor is required to provide the item delineated in the Scope of Work (See File #2 under this NOTICE). CENTRAL CONTRACTOR'S REGISTRATION (CCR) : Contractors must be registered in the Central Contractor's Registration System in order to be awarded the resultant contract. Registration can be completed on-line at http://www.ccr.gov. AWARD: The Government intends to award a firm-fixed priced commercial items contract to the responsive and responsible contractor submitting the lowest aggregate price for all items included in the bid schedule. For evaluation purposes, the price for the option will be included in the overall price evaluation. Any offeror failing to fully comply with the requirements of this solicitation will be determined ineligible for award. No award can be made to any company unless the company is registered in the Central Contractor Registration as required by the Department of Defense.
