Description
The US Army Corps of Engineers, Jacksonville District, intends to award a sole source firm-fixed price contract award on a noncompetitive basis in accordance with FAR 6.302-1(a) (2) "Only one or a limited number of responsible sources and no other supplies or services will satisfy agency requirements" to American Maritime Officers Safety & Education Plan, (DBA) Simulation Training, Assessment & Research (STAR) 2 West Dixie Hwy Dania Beach FL 33004-4312. The service is to provide a ship simulator numerical modeling application that uses multiple dedicated computers and appropriate visual display equipment, capable of accepting real-time interactive input that is processed and reflected in resulting output during deep-draft vessel trial runs through an engineered navigation operational scenario. The ship simulator is an engineering design tool. The simulator is a generic tool that becomes focused and relevant when the visual scene, engineering plan geometry, and harbor pilots are all associated with a particular harbor and engineering design project. SIC Code is 8249, NAICS Code is 611519, and Size standard is $7.0 M. The ship simulator is an engineering design tool. The simulator is a generic tool that becomes focused and relevant when the visual scene, engineering plan geometry, and harbor pilots are all associated with a particular harbor and engineering design project needed. The US Army Corps of Engineers, Jacksonville District has joined in an agreement with the Port of Palm Beach to conduct a feasibility study that will consider expansion of The Port's deep-draft navigation facilities to accommodate expected future increase of visiting fleet vessel size. Current practice within the US Army Corps of Engineers requires the engineer to examine and test the final design width of deep-draft channels and turning basin diameters with virtual ship simulators. The simulator creates a realistic real-time navigation experience through the presentation of visual scene dynamics accurately coupled with horizontal vessel responses resulting from vessel maneuvers executed by experienced harbor pilots commanding the controls on the simulator bridge. The dynamic visual component is accurately referenced to the engineering plan of the overall study area including each channel and turning basin feature. The ship simulator is a numerical modeling application that uses multiple dedicated computers and appropriate visual display equipment, capable of accepting real-time interactive input that is processed and reflected in resulting output during deep-draft vessel trial runs through an engineered navigation operational scenario. STAR, has developed a simulator model of Palm Beach Harbor that includes access to the harbor through its entrance channel, Lake Worth Inlet. The model domain also includes the northern areas of the Port of Palm Beach. STAR developed the model at the direction of the Port Authority to study cruise ship vessel access to a new cruise terminal and associated vessel berths during the planning and engineering work conducted for those facilities. Development of the STAR model was funded by the Port of Palm Beach Port Authority, and the model remains the property of the Port. The model is maintained at STAR. Its associated computer files were generated at STAR, and are compatible only with the computer software that controls the ship simulation equipment at STAR. Justification of Sole Source is based on the following three facts: 1) Use of the STAR model, as opposed to development of a new model beginning with initial site reconnaissance and data collection followed by "building" the functioning model domain, will save the government an amount estimated at approximately $80,000. 2) The Port of Palm Beach Port Authority is a study partner in our feasibility study. The Port of Palm Beach Port Authority expects that the Corps will use the existing STAR model to design and test the proposed alternatives that are a part of our joint effort to improve the Port. 3) The Harbor Pilots who assume command of all deep-draft vessels operating within Palm Beach Harbor participated in the engineering study focused on the planning and design of the cruise terminal mentioned above. This Notice of Intent is not a request for proposals. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement.
